ROLL CALL Present: 7 - Mayor Dontae Payne, Mayor Pro Tem Yến Huỳnh, Councilmember Jim Cooper, Councilmember Clark Gilman, Councilmember Dani Madrone, Councilmember Lisa Parshley and Councilmember Robert Vanderpool 2. BUSINESS ITEM 2.A 24-0504 City Council Mid-Year Retreat Mayor Payne opened the meeting and shared the purpose for the day. Facilitator Amy Leneker shared an overview of the agenda and conducted a group check-in. Social Justice and Equity Program Manager Tobi Hill-Meyer provided training on the City's Equity Framework. Finance Director Aaron BeMiller presented an overview of the 2025 budget process. Councilmembers and staff discussed Department budget requests; consideration of a soft hiring freeze; and General Fund budget savings. Principal Planner Joyce Phillips discussed the update the Comprehensive Plan, sharing some background on the last major rewrite in 2014; the scope and timeline of new requirements and areas that will need attention. She then reviewed the focus areas of policy topics. Acting Assistant City Manager Stacey Ray reviewed the status of items on the 2024 work plan. The discussion was completed. 3.
