SPECIAL RECOGNITION 2.A 26-0093 Special Recognition - Proclamation Recognizing Black History Month Coucilmembers read a proclamation recognizing February 2025 as Black History Month. Mayor Payne noted the City is sponsoring a Black History Month event hosted by the Hawk Foundation in partnership with the Olympia School District on February 20, 2026, from 9:00 a.m. to 3:00 p.m. at the Washington Center for the Performing Arts. CONSENT CALENDAR 4.A 26-0095 Approval of January 27, 2026 Olympia City Council Meeting Minutes City of Olympia Page 1 City Council Meeting Minutes February 3, 2026 The minutes was adopted. 4.B 26-0100 Approval of the Community Livability and Public Safety Committee 2026 Work Plan The decision was adopted. 4.C 26-0099 Approval of the Finance Committee 2026 Work Plan The decision was adopted. 4.D 26-0089 Approval of the Land Use and Environment Committee 2026 Work Plan The decision was adopted. 4.E 26-0091 Approval of a Resolution Authorizing an Amendment to the Design Build Agreement with FORMA Construction for the Hands On Children’s Museum Expansion Project The resolution was adopted. 4.F 26-0092 Approval of a Resolution Declaring an Emergency for Flooding at 28th Avenue The resolution was adopted. 4. SECOND READINGS (Ordinances) 4.G 26-0072 Approval of an Ordinance to Vacate an Alley Right-of-Way South of Legion Way, between Adams and Jefferson Street The ordinance was adopted on second reading. 4. FIRST READINGS (Ordinances) 4.H 26-0054 Approval of an Emergency Ordinance Amending Chapter 2.14 of the Olympia Municipal Code, Terminating the Olympia Municipal Court, Declaring an Emergency, and Establishing an Immediate Effective Date - FIRST AND FINAL READING The ordinance was approved on first and final reading. 4.I 26-0094 Approval of an Emergency Ordinance Amending OMC Chapters 10.16 and 10.20 Related to Parking to Support the Transition to Thurston County District Court, Declaring an Emergency, and Establishing an Immediate Effective Date-FIRST AND FINAL READING The ordinance was approved on first and final reading. City of Olympia Page 2 City Council Meeting Minutes February 3, 2026 Approval of the Consent Agenda Councilmember Berendt moved, seconded by Councilmember Green, to adopt the Consent Calendar. The motion carried by the following vote: Aye: 7 - Mayor Payne, Mayor Pro Tem Huỳnh, Councilmember Madrone, Councilmember Vanderpool, Councilmember Gilman, Councilmember Green and Councilmember Berendt 5. PUBLIC HEARING - None 6. OTHER BUSINESS - None 7. CONTINUED PUBLIC COMMENT 8. COUNCIL INTERGOVERNMENTAL/COMMITTEE REPORTS AND REFERRALS Councilmembers reported on meeting and events attended. Mayor Payne instructed City Manager Burney to research the City of Olympia banning ICE Federal agents from City property, similar to an action recently taken by the City of Seattle. Councilmember Vanderpool requested that the feedback received at the Council of Neighborhood Associations be presented a future Council meeting. This will be discussed at a future agenda setting meeting for scheduling. 9. CITY MANAGER'S REPORT AND REFERRALS City Manager Burney had no reports. 10. EXECUTIVE SESSION 10.A 26-0069 Executive Session Pursuant to RCW 42.30.110(1)(g) - Personnel Matter (City Manager’s Performance Evaluation) Mayor Payne recessed the meeting at 7:44 p.m. He asked the City Council to reconvene in 5 minutes for an Executive Session pursuant to RCW 42.30.110(1)(g); Personnel Matter, City Manager's Performance Evaluation. He announced no decisions would be made, the meeting was expected to last no longer than 60 minutes, and the City Council would adjourn immediately following the Executive Session. Mayor Payne reconvened the City Council at 7:50 p.m. Mayor Payne returned to the meeting at 8:50 p.m. to announce the City Council will remain in Executive Session for up to 30 more minutes.
