1. CALL TO ORDER
The meeting was called to order at 8:36 a.m.

Chair Villegas-Bremer was present by phone.
Commissioner Callner acted as Chair Designate.
Present: 3 - Chair Linda Villegas Bremer, Commissioner Reiko Callner, and
Commissioner Oscar Soule

2. APPROVAL OF MINUTES
14-1135 Approval of October 21, 2014 Civil Service Commission Meeting

The minutes were approved.
3. BUSINESS ITEMS
3.A 14-1136 Provisional Register and Appointment- Promotional
Firefighter/Paramedic Register
Ms. Cleveland reported a Civil Service rule allows for the Chief Examiner to create a
provisional register and for the department to make provisional appointments, as long
as the Commission is informed at the next meeting and the appointment doesn’t go
on for more than four months. Ms. Cleveland created this provisional register based
on the rule about the Firefighter/Paramedic Promotional Register.
One Firefighter is on this register: Tim Reynolds. The Department submitted the
required paperwork including completion of the paramedic training program, the
approval by the Thurston County Medical Program Director, and a statement that he
currently holds the rank of Firefighter and has completed his probationary period.

Commissioner Callner asked if this is within the existing rules, something that’s within
the collective bargaining agreement, or an anticipated process for the temporary
promotion. Mr. Simmons reported language changes in the contract occured.
The report was received.
3.C 14-1137 Approval of Promotional Firefighter/Paramedic Register
Chair Villegas-Bremer asked why only one person is on this register. Ms. Cleveland
explained that one employee chose to go to paramedic school and went through the
whole process.
Chair Villegas-Bremer moved, seconded by Commissioner Soule, to approve
the register. The motion carried by the following vote:
Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner
Soule
3.D 14-1138 Certification of Paramedic Training Officer Promotional Register
Ms. Cleveland reported the testing process for this position was brought to the
Commission at the last meeting. Three candidates passed the oral interview and a
written assignment that went along with a presentation (delivering training to a panel
which included a Paramedic and the Basic Life Support Training Coordinator from
Medic One). There are currently two vacancies and one anticipated vacancy at the
end of next January.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:
Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner
Soule
3.B 14-1139 Removal of Names from Entry Level Police Officer Register
Ms. Cleveland reported two candidates were removed from the Entry Level Police
Officer register because they did not pass the background investigation; no appeals
have been received to date.
The report was received.
4. ADJOURNMENT
The meeting was adjourned at 8:52 a.m.
