1. CALL TO ORDER
The meeting was called to order at 8:34 a.m.

2. APPROVAL OF MINUTES
2.A 15-0272 Approval of February 25, 2015 Civil Service Commission Meeting
Minutes
The minutes were approved.
3. BUSINESS ITEMS
3.A 15-0273 Certification of Paramedic Training Officer Promotional Register
Ms. Micheau reported the interview for the promotional process for Paramedic
Training Officer was held March 11. There was a written assignment/presentation
that was weighted at 60% and the oral interview at 40%. Matthew Rios and Wade
Glenn passed all tests and are on the register. The Chief's interview is scheduled for
March 25 and appointment is scheduled for April 1.
Commissioner Callner moved, seconded by Chair Villegas Bremer, to
approve the register. The motion carried by the following vote:

3.B 15-0274 Approval of Promotional Firefighter/Paramedic Register
Ms. Cleveland reported our rules dictate the process for the promotional register to
promote from firefighter to firefighter/paramedic; Alex McNealley has completed that
process. She verified through certifications and Medic 1 that Mr. McNealley passed
and completed all of the required tests.
Commissioner Callner asked which Civil Service rule dictates this process. Ms.
Cleveland explained Rule 5 requires successful completion of an accredited
paramedic training program and approval by the Thurston County Medical Program
Director.
Chair Villegas-Bremer asked what prompted this vacancy and asked if he is the only
person on the register. Ms. Cleveland explained a retirement prompted this vacancy,
and he is the only person on the register. Candidates let us know they have
completed the certification process and we establish a register. If they are on the
register for more than a year, they have to go through the re-certification process.
Mr. Brown added this candidate was hired as a firefighter; he also carried a
paramedic certification. After his probation, he stated he was interested in becoming a
paramedic, there was a retirement, and a vacancy existed. It makes sense to
promote from within if they are qualified. It’s a benefit for the fire department because
he has already received training, has been through his probation, and knows all of our
city maps.
Commissioner Callner moved, seconded by Chair Villegas Bremer, to
approve the register. The motion carried by the following vote:

3.C 15-0275 Approval of Police Lieutenant Promotional Register
Ms. Cleveland reported Bill Wilson's retirement created a lieutenant vacancy. Four
candidates passed an oral board, a written assignment, and an oral resume
presentation, which they presented in front of the interview panel and their peers.
Exercises were weighted at 60%, 25%, and 15%, respectively. The feedback from
the panel was that we have a great group of candidates.
Mr. Nelson added that we had one of the best panels he has seen. The panel
consisted of Rich Hoey (Director of our Public Works Department), Monica Alexander
(Washington State Patrol), Clinton Petty (Risen Faith Fellowship), and Assistant Chief

Rafael Padilla (Kent Police Department). No members of our Police Department sat
on the panel. We anticipate one or two more lieutenant vacancies.
Commissioner Callner moved, seconded by Chair Villegas Bremer, to
approve the register. The motion carried by the following vote:

4. ADJOURNMENT
