1. CALL TO ORDER
The meeting was called to order at 8:30 a.m.

2. APPROVAL OF MINUTES
2.A 15-0727 Approval of June 16, 2015 Civil Service Commission Meeting Minutes
The minutes were approved.
3. BUSINESS ITEMS
3.A 15-0729 Update the Life of and Extend Promotional Fire Inspector/Firefighter
Register
Ms. Cleveland reported the Olympia Fire Department has requested to update the life
of and extend the promotional fire inspector/firefighter register for an additional year.
One candidate remains on the register and would be eligible for appointment until
December 17, 2015.
Ms. Cleveland consulted with Commission Counsel Darren Nienaber since the
register expired in December 2014. Under Registers and Duration the Civil Service
Rules state “the duration of all registers shall normally be one year, as long as it does
not jeopardize the reduction-in-force register. The Commission may reduce, extend
or update the life of any register, but registers may not exceed two years in duration,

except the reduction-in-force register.” Mr. Nienaber interpreted the Rule to apply in
this situation, and would extend the register to December 2015 upon Commission
approval.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to extend
the register. The motion carried by the following vote:

3.B 15-0730 Approval of Entry Level Police Officer Register
Ms. Micheau reported 24 candidates were invited to Phase 1 testing and eight
candidates were processed through. Interviews were held June 18, 2015; three
candidates passed all tests with scores ranging from 82.19%-105.57% and were
placed on the Entry Level Police Register.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:

3.C 15-0731 Approval of Promotional Police Sergeant Register
Ms. Cleveland reported nine candidates applied for the promotional position of
Sergeant. The testing included an oral board, a tactical exercise, and a citizen
complaint roleplay. Seven candidates passed all phases of the exam with scores
ranging from 92.25%-76.01%.
Commissioner Soule asked how many Sergeant positions are currently open.
Sergeant Allen responded that currently one position is vacant, with additional
openings anticipated in 2016.
Commissioner Soule moved, seconded by Chair Villegas Bremer, to approve
the register. The motion carried by the following vote:

4. Fire Department Update
Deputy Chief Wright asked if the Commission would be interested in an update from
the Fire Department. He reported the Commission recently approved a promotional
Captain Fire Training Officer register, which included one person who has accepted

the offer.
Also, an Entry Level Firefighter Register was approved, which included five
candidates. Four candidates were given conditional offers, and will start drill school
September 2, 2015. One remaining candidate on the register could possibly be hired
next year.
The Commission also approved the testing process with Public Safety Testing (PST)
for Entry Level Firefighters. Olympia Fire Department (OFD) expects to start using this
process as soon as the current list expires. PST also conducted the background
investigations for the Entry Level Firefighters.
OFD is also interested in using PST for the paramedic testing process; this process is
different because there are additional partners involved. Lacey Fire District 3, City of
Tumwater, and Olympia Fire Department hire paramedics, and currently Medic One is
the oversight agency.
