The meeting was called to order at 8:32 a.m.

2. APPROVAL OF MINUTES
2.A 15-1227 Approval of November 17, 2015 Civil Service Commission Meeting
Minutes
The minutes were approved as amended.
3. BUSINESS ITEMS
3.A 15-1228 Approval of Advanced Entry Police Officer Register
Ms. Micheau reported Advanced Entry Police Candidates are accepted on a
continuous basis. There were two candidates processed through Phase 1 and
interviews. One candidate passed all tests and was placed on the Advanced Entry
Police Officer Register with a final ranking score of 93.50%. Interviews were held
December 4, 2015, and the interview panel consisted of OPD Officer Jeffrey Davis,
OPD Lieutenant Paul Lower and Intercity Transit Supervisor Joy Gerchak.
Commissioner Soule moved, seconded by Commissioner Callner, to approve

the register. The motion carried by the following vote:

3.B 15-1230 OFD Firefighter Classification Specification Changes
Ms. Cleveland reported starting January 1, 2016 entry level firefighter positions will
begin testing through Public Safety Testing. In the process of preparing for this
change, it was noted the firefighter class spec was last reviewed in 2010 and was in
need of an update. The specification was revised to reflect the current position
requirements and duties. Human Resources updates certain portions of class specs
when they are reviewed, for example the physical aspect under the requirements
section. Deputy Chief Wright reported the Union is in agreement with the proposed
class spec changes.
Commissioner Soule asked if a portion of the spec could be changed under
Supplemental Information-Working Conditions 2. A majority of work is performed
indoors or outdoors in emergency situations… to 2. A majority of work is performed
in emergency situations, indoors or outdoors. Ms. Cleveland agreed to update the
specification.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the class specifications as amended. The motion carried by the following
vote:

4. ADJOURNMENT
The meeting was adjourned at 8:48 a.m.
