CALL TO ORDER The meeting was called to order at 8:30 a.m. 1.A ROLL CALL Present: 3 - Commissioner Reiko Callner, Commissioner Oscar Soule, and Chair Linda Villegas Bremer STAFF PRESENT Steve Nelson, Deputy Police Chief Greg Wright, Deputy Fire Chief Amy Cleveland, Chief Examiner/Secretary Tami Micheau, Human Resources 2. APPROVAL OF MINUTES 2.A 16-0076 Approval of December 15, 2015 Civil Service Commission Meeting Minutes The minutes were unanimously approved. 3. PUBLIC COMMENT - None 4. BUSINESS ITEMS 4.A 16-0078 Approval of Entry Level Police Officer Register Ms. Micheau reported 61 candidates were invited to the Phase 1 testing, 36 candidates participated in the phase 1 testing, and 16 passed. Those 16 candidates were invited to oral interviews, and 11 successfully passed the oral interviews. Interviews were held on January 4 & 5, 2016 and the interview panel consisted of OPD Officer Ryan Hirotaka, Tumwater Police Officer Jacob Yancey, and Sytease Gibb of Thurston County Chamber of Commerce. Eleven candidates are on the register for approval with final ranking scores of 75.26%-96.64%. There were four candidates who received veterans points on this register. Commissioner Callner asked if the department makes any distinction between veterans who have recently left the service or have been separated from the service City of Olympia Page 1 Civil Service Commission Meeting Minutes January 19, 2016 longer. Ms. Micheau responded retired veterans receive an additional 5% added to their final exam score and veterans who have recently left service receive 10% added to their final exam score. Commissioner Callner asked when candidates are able to use their military service benefit to give them preference points and whether it is their option to use their veterans preference when they choose. Ms. Cleveland reported points are frequently used for entry level positions and sometimes for promotional exams, but candidates are only allowed to use veterans preference once. It is the candidates' option to use veterans preference points when they choose. Commissioner Callner moved, seconded by Commissioner Soule, to approve the Entry Level Police Officer Register. The motion carried by the following vote: Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer 5. Civil Service Commissions Role Commissioner Callner asked to have, either in writing or online, similar information to what was presented at the Ad Hoc Committee meeting that explains the role of the Civil Service Commission and the general manner in which the City of Olympia recruits, screens, and hires employees, mainly the police and fire departments. Ms. Cleveland responded she understands the City Manager would like TCTV to produce a presentation, which would include the Civil Service Commissions role and testing information from Public Safety Testing and is moving forward as discussed with Olympia Police Department, the City Manager, and Commissioner Callner.
