The meeting was called to order at 8:30 a.m.

2. APPROVAL OF MINUTES
16-0211 Approval of January 19, 2016 Civil Service Commission Meeting

The minutes were unanimously approved.
3. PUBLIC COMMENT
No public comment.
4. BUSINESS ITEMS
4.A 16-0212 Extend Promotional Police Lieutenant Register
Mr. Nelson reported he and two lieutenants have announced retirement plans. The
lieutenant's register will expire March 17, 2016, and the police department is
requesting to extend the register one year. There are three remaining candidates on
the Promotional Police Lieutenant Register, and the department has been preparing
the candidates for the upcoming vacancies.
Commissioner Soule asked, given the amount of change in a short amount of time,
whether the department will implement a reorganization. Mr. Nelson responded that

the department is planning a reorganization, just not at this time.
Commissioner Callner moved, seconded by Commissioner Soule, to approve
the extension of the Promotional Police Lieutenant Register. The motion
carried by the following vote:

4.B 16-0226 OFD Fire Lieutenant Testing Process
Ms. Cleveland reported the fire department has requested approval of a lieutenant
promotional testing process. One vacancy is anticipated this year. Public Safety
Testing will administer an assessment center consisting of a tactical exercise, oral
board, coaching/counseling exercise, and a technical and leadership panel interview.
Public Safety Testing distributed a job task analysis to incumbent lieutenants and a
survey to fire department leadership which focused on the future role of fire
department lieutenants. The exam has been crafted around those results.
Based on the survey and analysis results, the assessment center will be scored by the
dimensions identified. At least two dimensions are scored in each exercise, resulting
in a final score for each candidate. For example, if one of the dimensions is oral
communication, that dimension will be scored over multiple exercises. The minimum
passing score is 70%, on each dimension and the entire process.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the Fire Lieutenant Testing Process. The motion carried by the following
vote:

During this portion of the meeting, citizens may address the Advisory Committee or Commission

Commission to maintain impartiality and the appearance of fairness in upcoming matters and to comply
