APPROVAL OF AGENDA Item 7A under reports was moved ahead of Business Items. The agenda was approved as amended. 3. APPROVAL OF MINUTES 3.A 16-1052 Approval of August 16, 2016 Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 6.A 16-1044 Approval of Entry Level Police Officer Register Ms. Camus reported 28 candidates were invited to the phase 1 suitability assessment on August 23. Of the 28 candidates, 13 participated in the phase 1 suitability City of Olympia Page 1 Civil Service Commission Meeting Minutes September 20, 2016 assessment, and 5 passed. Those 5 were invited to oral interviews, and 3 passed. Two candidates were female and 26 were male. One was African American/Black, 2 were American Indian/Alaskan Native, 2 were Hispanic/Latino, 19 were White/Caucasian, and 2 were Other/Two or More Races. The interview panel consisted of OPD Lieutenant Sam Costello, OPD Officer Rob Beckwell, and Deputy City Attorney Annaliese Harksen. Commissioners asked clarfying questions. Commissioner Callner moved, seconded by Commissioner Soule, to approve certification of the entry level police officer register effective August 23, 2016. The motion carried by the following vote: Aye: 3 - Chair Villegas Bremer, Commissioner Soule and Commissioner Callner 6.B 16-1053 Approval of Entry Level Police Officer Register Ms. Camus reported 29 candidates were invited to the phase 1 suitability assessment on September 16. Of those 29 candidates, 15 participated and 9 passed. Those 9 were invited to oral interviews and 5 passed. Of the initial candidates, 2 were female and 27 were male. One was African American/Black, 2 were Hispanic/Latino, 21 were White/Caucasian, and 3 were Other/Two or More Races. The interview panel consisted of OPD Sergeant Ryan Hirotaka, Olympia Senior Personnel Analyst Hyun Allister, and Intercity Transit Lead Customer Service Representative Lori Johnson. Scores ranged from 78.81 percent to 93.17 percent. Mr. Olson said he will provide a monthly complement listing of Police Department Patrol Officers, Sergeants, and Senior Managers to Commissioners. Commissioner Soule moved, seconded by Commissioner Callner, to approve certification of the entry level police officer register effective September 16, 2016. The motion carried by the following vote: Aye: 3 - Chair Villegas Bremer, Commissioner Soule and Commissioner Callner 6.C 16-1045 Removal of Names from Entry Level Police Officer Register Ms. Camus noted Jeff Levine and Christopher Harper have been removed from the entry level police officer register due to failing a component of the examination. Candidates were notified in writing and neither candidate appealed. Commissioners asked clarifying questions. The information was provided. REPORTS 7.A 16-1060 Olympia Police Department Chief Ronnie Roberts will present an oral report Chief Roberts gave an overview of the Police Department's mission, goals, community trust, community conversations, transparency, Community Court, LEAD (Law Enforcement Assisted Diversion), fair and impartial policing training, and booking philosophy. Mr. Hall discussed resource needs and said the Council is considering a levy to increase public safety funding so that the Police Department has the resources it needs to work effectively with the community. Commissioners asked clarifying questions and offered assistance in helping to educate the community on police efforts. The information was received. 8.
