CALL TO ORDER The meeting was called to order at 8:30 a.m. 1.A ROLL CALL Present: 3 - Chair Linda Villegas Bremer, Commissioner Reiko Callner and Commissioner Oscar Soule OTHERS PRESENT Mike Buchanan - OFD Assistant Chief Greg Wright - OFD Deputy Chief Nicole Camus - Human Resources Rich Allen - OPD Lieutenant 2. APPROVAL OF AGENDA The agenda was approved. 3. PUBLIC COMMENT - NONE 4. ANNOUNCEMENTS - NONE 5. BUSINESS ITEMS 5.A 17-1060 Approval of September 12, 2017 Civil Service Commission Meeting Minutes The minutes were approved. 5.B 17-1061 Approval of Entry Level Police Officer Register Ms. Camus explained 59 candidates were invited to the phase 1 suitability assessment. Of those 59, 31 candidates participated in the phase 1 suitability assessment. Thirteen candidates were invited to oral boards, 7 participated and 5 passed. Two candidates were African American/Black, 3 were Asian/Pacific Islander, 2 were Hispanic/Latino, 41 were White/Caucasian, and 10 were Other/Two or More Races, and 1 was unknown. Fifty-two candidates were male and seven were female. The interview panel consisted of OPD Officer George Clark, OPD Sergeant Paul Frailey, and Coldwell Banker Realtor City of Olympia Page 1 Civil Service Commission Meeting Minutes October 17, 2017 Madison Sola Del Vigo. Five candidates passed the written exam, physical ability test, phase 1 suitability assessment and oral interview and have been placed on the register in accordance with their scores. Final ranking scores are 84.97% - 90.46% Discussion occured about ways to recruit diversity, where diversity candidates fall out of the process, ways to analyze data, and the Police Department's ongoing recruitment efforts. Commissioner Callner moved, seconded by Commissioner Soule, to approve the certification of the Entry Level Police Officer Register effective October 17, 2017. The motion carried by the following vote: Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner Soule 5.C 17-1062 Approval of Advanced Entry Police Officer Register Ms. Camus explained 20 candidates were invited to the phase 1 suitability assessment. Seven participated in the phase 1 suitability assessment, and 4 passed. Four candidates were invited to oral interviews, 2 participated and successfully passed the oral interviews. Two of the candidates were female and eighteen were male. Fifteen were White/Caucasian, 2 were African American/Black, 2 were Hispanic/Latino, and 1 was Hawaiian/Pacific Islander. The interview panel consisted of OPD Sergeant Paul Frailey, OPD Officer George Clark, and Coldwell Banker Realtor Madison Sola Del Vigo. Two candidates passed the phase 1 suitability assessment and the oral interview and have been placed on the register in accordance with the scores ranging from 77.00-92.00. Commissioner Callner moved, seconded by Commissioner Soule, to approve the certification of the Advanced Entry Police Officer Register effective October 17, 2017. The motion carried by the following vote: Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner Soule 6. REPORTS Deupty Chief Wright announced they are interviewing for two Battalion Chief positions on November 14, 2017. Additionally, the Department is working on a Lieutenant's promotional exam. Ms.Camus announced the entry level firefighter recruitment is in process and requested that the meetings for November and December be combined and held on December 5, 2017.
