1. CALL TO ORDER
The meeting was called to order at 8:45 a.m.

Chair Villegas Bremer welcomed Sgt. Duncan to the meeting.
6. BUSINESS ITEMS
6.A 18-0400 Civil Service Rule III - Application requirements for U.S. Citizenship
Mr. Olson explained that for many years, the Fire Department has been able to hire green
card holders,"legal resident aliens", but the Police Department was only able to hire
United States citizens. Senate Bill 6145 adds language that allows lawful permanent

residents to apply. The law specifies that the applicant must be able to read and write the
English language and OPD must conduct a “background investigation including a check
of criminal history, verification of immigrant or citizenship status as either a citizen of the
United States of America or a lawful permanent resident”. Discussion included the
language of legal resident alien compared to lawful permanent resident. The
Commission requested to change the Civil Service Rule III language to lawful permanent
resident, pending review of the City Attorney, and to cite the RCW in the rules.
Chair Villegas Bremer moved, seconded by Commissioner Callner to approve
to allow lawful permanent residents the ability to apply to civil service
positions in the Olympia Police Department as amended. The motion carried
by the following vote:
Aye: 2 - Chair Villegas Bremer and Commissioner Callner
Excused: 1 - Commissioner Soule
7. REPORTS
Mr. Olson brought forward a discussion about the process of approving hiring registers.
The Commission discussed the amount of time added to the hiring process when
approving registers, possible resolutions, and requested additional information about the
hiring timelines.
