1. CALL TO ORDER
The meeting was called to order at 8:30 a.m.

2. APPROVAL OF AGENDA
The agenda was approved.

4. ANNOUNCEMENTS
Ms. Camus announced Lt. Rich Allen will be appointed to interim Deputy Police Chief
effective January 1, 2020.

Ms. Camus explained initial eligibility lists were established with candidates who passed
the Thurston County Medic One exam. These six candidates were invited to the Phase 1
suitability assessment. Of those six, all candidates participated in the phase 1 suitability
assessment, and oral board. One candidate has successfully passed the Medic One
exam, the PST CPAT and written, the phase one suitability assessment and the oral
board. A couple of candidates may fulfill additional requirements and be brought forward
in future meetings to be added to the register.
Four candidates were male and two were female. Five were White/Caucasian and one
was Asian/Pacific Islander. The interview panel consisted of OFD Captain Randy
Haines, OFD Lt. Dustin Howard, OFD Lt. Troy Churchwell, OFD Lt. Jeremy Fox, and
FF/PM Kehlen Sachat.
One candidate passed the Thurston County Medic One exam, PST Written and CPAT,
phase 1 suitability assessment and oral interview and has been placed on the register
with a score of 93.5%
Commissioner Callner moved, seconded by Commissioner Soule, to approve
certification of the Entry Level Firefighter Paramedic Register effective
December 17, 2019. The motion carried by the following vote:

5.D 19-1182 Approval of Lateral Police Officer Register
Ms. Camus explained eight candidates were invited to the phase 1 suitability
assessment. Two participated in the phase 1 suitability assessment, and one passed.
One candidate was invited to oral interviews, participated, and passed the oral
interviews.
Six candidates were male and two were female. Five were White/Caucasian, two were
Asian/Pacific Islander, and one was American Indian/Alaskan Native. The interview panel
consisted of OPD Officer Sean O’Brien, OPD Sergeant Paul Evers, and OPD Program
Specialist Angela Johnson.
One candidate passed the phase 1 suitability assessment and the oral interview and has
been placed on the register with a score of 89.5.
Commissioners discussed including community members on the interview panel.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
certification of the Lateral Police Officer Register effective December 17, 2019.
The motion carried by the following vote:

Commissioners and staff discussed the impact homeless encampments have on the
number of Fire Deptartment calls.
