CALL TO ORDER The meeting was called to order at 8:30 a.m. 1.A ROLL CALL Present: 3 - Chair Linda Villegas Bremer, Commissioner Reiko Callner and Commissioner Oscar Soule OTHERS PRESENT Assistant Fire Chief Mike Buchanan Senior Human Resources Analyst Nicole Camus Equity and Inclusion Coordinator Olivia Salazar de Breaux 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 20-0722 Approval of August 18, 2020 Civil Service Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - NONE 5. ANNOUNCEMENTS Mr. Buchanan welcomed Deputy Chief Ron Stocking and announced his first day was September 1. Ms. Camus introduced Equity and Inclusion Coordinator Olivia Salazar de Breaux. 6. BUSINESS ITEMS 6.A 20-0723 Approval of Entry Level Firefighter Paramedic Register City of Olympia Page 1 Civil Service Commission Meeting Minutes September 15, 2020 Mr. Buchanan reported 6 candidates were invited to the Phase 1 suitability assessment. Of those 5 completed the phase one suitability assessment and 4 passed. Three candidates participated in oral interviews and two passed. One candidate has successfully passed the medic one exam, the PST CPAT and written, the phase one suitability assessment and the oral board. One candidate may fulfill additional requirements and be brought forward in future meetings to be added to the register. Five candidates were male and one was female. Five were White/Caucasian and one was Asian/Pacific Islander. The interview panel consisted of Fire Battalion Chief Dave Haag, Fire Captain Kate McDonald, Firefighter Michael Hughes, Paramedic Lieutenant Kehlen Sachet, and Parking Service representative Oscar Hernandez. One candidate passed the Thurston County Medic One Exam, PST Written and CPAT, phase 1 suitability assessment and oral interview and has been placed on the register with a score of 100.46%. Commissioner Callner moved, seconded by Commissioner Soule, to approve the Entry Level Firefighter Paramedic Register. The motion carried as follows: Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner Soule 7. REPORTS Ms. Salazar de Breaux explained what she has been working on in her role as Diversity and Equity Coordinator. 8. OTHER TOPICS Discussion occurred about the possibility of expanding the Civil Service Commission from 3 members to 5 members. Commissioner Callner and Ms. Camus agreed to work on a language proposal for Civil Service Rule IV addressing the composition of oral interview panels. Commissioner Soule requested information about the composition of interview panels since the rule change in January 2019. Discussion occurred around the around the process for receiving public comment. 9. ADJOURNMENT The meeting was adjourned at 8:10 a.m. City of Olympia Page 2
