CALL TO ORDER The meeting was called to order at 8:30 a.m. 1.A ROLL CALL Present: 3 - Commissioner Reiko Callner, Commissioner Oscar Soule and Chair Linda Villegas Bremer OTHERS PRESENT Assistant Fire Chief Kevin Bossard Senior Human Resources Analyst Nicole Camus Police Sergeant Jason Winner 2. APPROVAL OF AGENDA Commissioner Callner requested the Business items be moved ahead of the approval of minutes. The agenda was approved as amended. 3. PUBLIC COMMENT - NONE 4. ANNOUNCEMENTS Ms. Camus announced Interim Police Chief Aaron Jelcick retired and Rich Allen is the new Interim Police Chief. 5. BUSINESS ITEMS 5.D 21-1023 Approval of Promotional Fire Battalion Chief Register Mr. Bossard presented reported the test was completed over 2 days. It was contracted with Public Safety Testing and included a work performance rating, a tactical, written and oral presentations. He clarified that multiple people are likely to be promoted off of this list due to upcoming vacancies. City of Olympia Page 1 Civil Service Commission Meeting Minutes October 19, 2021 Commissioner Soule moved, seconded by Commissioner Callner, to approve the promotional fire battalion chief register. The motion carried by the following vote: Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer 5.E 21-1018 Lateral Police Officer Minimum Qualification Change Mr. Winner explained that restoring the academy graduate designation in the lateral police officer classification will streamline the hiring process for applicants who have completed the academy. This will help the Department compete for qualified applicants who will be ready to perform the duties of the position much sooner than other entry-level police officers. Ms. Camus shared that this "academy graduate" designation was removed in 2019 because the hiring climate was much different at that time, and the academy graduate designation was resulting in many people applying to OPD who had recently failed field training at other departments. Commissioner Callner moved, seconded by Commissioner Soule, to approve the changes to the Lateral Police Officer Minimum Qualification change. The motion carried by the following vote: Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer 5.F 21-1021 Approval of Entry Level Police Officer Register Ms. Camus reported the Department resumed hiring police officers after a hiring freeze since August of 2020. Sixty-two candidates were invited to the phase 1 suitability assessment. Seventeen candidates were invited to oral interviews, seventeen participated and ten successfully passed the oral interviews. The interview panel consisted of OPD Officer Brooklyn McKoon, OPD Sergeant Ryan Hirotaka, OPD Sergeant Al Weinnig, and Community Member/Realtor Madison Sola Del Vigo. Ten candidates passed the phase 1 suitability assessment and the oral interview and have been placed on the register in accordance with scores of 92.15 - 71.95. Commissioner Soule moved, seconded by Commissioner Callner, to approve the entry level police officer register. The motion carried by the following vote: Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer City of Olympia Page 2 Civil Service Commission Meeting Minutes October 19, 2021 5.G 21-1022 Approval of Lateral Police Officer Register Ms. Camus reported one candidate was invited to the phase 1 suitability assessment. One participated in the phase 1 suitability assessment, and passed. One candidate was invited to oral interviews, participated and successfully passed the oral interviews. The candidate is an African/American male. The interview panel consisted of OPD Officer Brooklyn McKoon, OPD Sergeant Ryan Hirotaka, and Community Member/Realtor Madison Sola del Vigo. One candidate passed the phase 1 suitability assessment and the oral interview and has been placed on the register in accordance with a score of 95.5. Commissioner Soule moved, seconded by Commissioner Callner, to approve the lateral police officer register. The motion carried by the following vote: Aye: 3 - Commissioner Callner, Commissioner Soule and Chair Villegas Bremer 5.A 21-1016 Approval of June 15,2021 Civil Service Commission Meeting Minutes The minutes were approved. 5.B 21-1017 Approval of June 30, 2021 Civil Service Commission Special Meeting Minutes The minutes were approved. 5.C 21-1019 Approval of July 20, 2021 Civil Service Commission Meeting Minutes The minutes were approved. 6.
