The meeting was called to order at 8:30 a.m.

3.A 22-0753 Approval of April 19, 2022 Civil Service Commission Meeting Minutes
The minutes were approved.

6.A 22-0754 Approval of Promotional Police Sergeant Register
Staff Camus explained that the testing process included a candidate orientation,
assessor preparation, and exercises including a work performance rating and
supervisory skills assessment. The exam was completed in two days and measured
eight dimensions of the police sergeant position, which were selected based on a task
analysis and survey of incumbents and police department leadership.

The assessors for the supervisory skills assessment included Thurston County Sheriff’s
Office Sergeant Ruben Mancillas, Lacey Police Commander Jim Mack, Lacey Police
Consultant Karensa Mabwa, and GRuB Cultivation Manager and Human Resolve
Mediator Oriana Cozzolino. All four candidates passed the assessment.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the certification of the Promotional Police Sergeant Register effective August
4, 2022. The motion carried by the following vote:
Aye: 3 - Chair Villegas Bremer, Commissioner Callner and Commissioner

6.B 22-0755 Approval of Entry Level Police Officer Register
Staff Camus explained that ten candidates were invited to the phase 1 suitability
assessment. Five candidates were invited to oral interview, two participated and
successfully passed the oral interview.
The interview panel consisted of OPD Officer Sean Malone, OPD Officer Patrick Hutnik
and Community Member/Veteran Mark Tolefree .
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the certification of the Entry Level Police Officer Register effective August 4,
2022. The motion carried by the following vote:

6.C 22-0756 Approval of Lateral Police Officer Register
Staff Camus explained that one candidate was invited to the phase 1 suitability
assessment. One participated in the phase 1 suitability assessment, and passed. One
candidate was invited to oral interviews, participated and successfully passed the oral
interviews.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the certification of the Lateral Police Officer Register effective August 4, 2022.
The motion carried by the following vote:

6.D 22-0757 Approval of Entry Level Firefighter Paramedic Register
Staff Camus explained that one Candidate participated in oral board interviews and
passed.
The candidate was a Caucasian male. The interview panel consisted of OFD FF Sam
Liening, Firefighter Erin Johnson, Lt Paramedic Kehlen Dorsey, FF PM Kevin Maltz, and

OFD LT Rick Leo.
Commissioner Soule moved, seconded by Commissioner Callner, to approve
the certification of the Entry Level Firefighter Paramedic Register effective
August 4, 2022. The motion carried by the following vote:
