The meeting was called to order at 5:30 p.m.

5.A 22-0425 Approval of March 23, 2022 Community Livability and Public Safety
Committee Meeting Minutes
The minutes were approved.
6. COMMITTEE BUSINESS
6.A 22-0399 Recommendations for the 2022 Olympia Heritage Award Nominations
Historic Preservation Officer Marygrace Goddu introduced Heritage Commission Chair
Holly Davies to present nominees for the 2022 Heritage Commission awards.
Committee members asked clarifying questions.
Committee member Selby moved, seconded by Chair Payne, to forward the
Heritage Commission's recommendation for 2022 Heritage Award recipients
to City Council for consideration. The motion carried by the following vote:

6.B 22-0403 2020 Demonstration and Crowd Control Review
Interim Police Chief Rich Allen introduced Police Auditor Tara Parker. Ms. Parker gave
an overview of the 2020 Demonstration and Crowd Control Report and reviewed
recommendations the Police Department has been working on.
Committee members asked clarifying questions.
The report was received.
6.C 22-0402 Olympia Police Department’s Complaint Form, Policies and Procedures
Assistant to the City Manager Susan Grisham presented the updated Police Department
Complaint Form on the City's website.
Interim Police Chief Allen explained changes implemented to the complaint form and
examples of recent complaints. He discussed upcoming changes to the website and
police policy to reflect the Police Auditor's recommendations.
Committee members asked clarifying questions.
The report was received.
6.D 22-0401 Recommendation for the Olympia Police Department to Acquire and
Implement Body Worn Cameras and In-Car Video Systems
Interim Police Chief Allen presented recommendations regarding body-worn cameras
and in-car video systems. He discussed the bid process for the vendor selected and
noted Records Manager Jeanelle Stull was an integral part of the negotiations process.
Committee members asked clarifying questions.
The Committee agreed to forward a recommendation to City Council to
approve acquisition and implementation of body-worn cameras and in-car
video systems.

7. REPORTS AND UPDATES
Assistant City Manager Debbie Sullivan gave an update on the Reimagining Public
Safety project Strategic Planning and Performance Manager Stacey Ray has been
working on. She reported there are currently twelve Listening and Learning Sessions and
four focus groups occurring, along with the survey data through the engage Olympia
website.
Committee member Selby said she was eager to update the Committee on the approval
to implement a Cultural Access Committee directed by the support of Proposition 1

during the special election April 27, 2022.
Ms. Sullivan updated the Committee on newly seated Social Justice and Equity
Commission Commissioners. She reported Staff Liaison Tobi Hill-Meyer contacted the
new commissioners and provided an orientation packet in advance of their first meeting.
