ROLL CALL Present: 3 - Chair Jim Cooper, Committee member Nathaniel Jones and Committee member Cheryl Selby 2. CALL TO ORDER Chair Cooper called the meeting to order at 5:00 p.m. 3. APPROVAL OF MINUTES 3.A 15-0852 Approval of August 12, 2015 Finance Committee Meeting Minutes The minutes were approved. 4. COMMITTEE BUSINESS 4.A 15-0778 Approval of Community Planning and Development Request for Additional Staff Administrative Services Director Jane Kirkemo stated Community Planning and Development (CP&D) needs additional staff because of the increase in construction activity. All of the requested positions can be added without an impact on the general fund. Committee member Jones asked about the additional staff added a few months ago. CP&D Principal Planner Todd Stamm gave an overview of staffing and noted permit fees for the first eight months of 2015 are equivalent to those brought in for all of 2014 because the economy is improving and permit applications are increasing in both multifamily and subdivision applications. Committee member Jones moved, seconded by Committee member Selby, to recommend appropriation of funds and approval of the additional staff. This item will come back for Council consideration at the October 13, 2015 Council meeting under File 15-0940. 4.B 15-0843 Review of the City’s 2016 Departmental Critical Needs Ms. Kirkemo explained this discussion is to bring attention to the items (over $1M dollar's worth) that will not be included in the preliminary 2016 budget. She then went through the list and summarized each unfunded critical need. In order to include any of the items, something in the proposed budget would have to be reduced or eliminated. ADJOURNMENT Chair Cooper adjourned the meeting at 5:48 p.m. The Finance Committee meeting on September 25 is cancelled. The November 11 (Veteran's Day) meeting is also canceled.
