CALL TO ORDER Chair Cooper called the meeting to order at 5:07 p.m. 2. ROLL CALL Present: 3 - Chair Jim Cooper, Committee member Jessica Bateman and Committee member Jeannine Roe OTHERS PRESENT Public Works Transportation Engineering and Planning Manager Randy Wesselman Public Works Transportation Project Engineer II Dave Smith Public Works Director of Transportation Mark Russell 3. APPROVAL OF AGENDA The agenda was approved. 4. APPROVAL OF MINUTES 4.A 16-1143 Approval of September 14, 2016 Finance Committee Meeting Minutes The minutes were approved. 5. COMMITTEE BUSINESS 5.A 16-0809 Concurrency/Transportation Impact Fee Update Mr. Smith defined concurrency and presented findings from the Annual Concurrency Report: 1. Reconfirmed project shown in Capital Facilities Plan (CFP) are still needed 2. Modified some project scopes Mr. Wesselman said the biggest take-away from the report is Fones Road from 18th to Pacific has failed. We are not meeting service levels on that road. Improvements need to be completed within six years. This project is the new priority. He reviewed the Transportation Impact Fee allocation process. The Committee asked clarifying questions. Citizen Bob Jones spoke on Transportation Impact Fees. The information was provided. 6.
