Chair Cooper called the meeting to order at 5:30 p.m.

5.A 21-0390 Approval of March 17, 2021 Finance Committee Meeting Minutes
The minutes were approved.
6. COMMITTEE BUSINESS
6.A 21-0384 2020 Year-End General Fund Financial Position Discussion
Finance Director Nanci Lien and City Manager Jay Burney gave the briefing. Mr. Burney
reported the 2020 year-end fund balance is $3,983,788 after department carryover
requests, repaying $1.49 million for 2021 General Fund balance and adding $519,000 to
reserves. The City Manager’s proposed allocation of year-end funds include $700,000
for housing and homeless response, additional funding for the Police Auditor, a Public
Safety Plan, demonstration review, data visualization software, a Regional Fire Authority
Study, BLS Transport Financial Study, and public safety asset management.
Committee member Parshley moved, seconded by Committee member Selby,
to approve City Manager’s recommendations for allocation of year-end funds
and forward to the full Council for approval. The motion carried by the

6.B 21-0381 Olympia Fire Department Basic Life Support Transport Proposal
The briefing was given by Deputy Chief Ron Stocking, Assistant Chiefs Kevin Bossard
and Mike Buchanan, and Fire Lieutenant Steve Busz. They reported the Olympia Fire
Department (OFD) began to have extended on-scene times for response units. They
discovered there were significant delays and limited availability of Basic Life Support
(BLS) ambulance transports. OFD would like to implement an internal BLS program.
They reported it would improve response times, insurance ratings, and overall service
levels to the community. The initial investment to begin the program would be
$3,006,250, would become self-sustaining in five years and could add revenue to the
General Fund.

6.C 21-0385 Financial and Human Resources Management Information System
Project Briefing
Performance Management Specialist Danelle MacEwen gave the update. Ms. MacEwen
reported the project is on track to receive vendor proposals by May 8. She stated next
steps include reviewing and evaluating vendor responses and choosing three vendors for
demonstrations in July. The project team is working on policy and procedure updates,
data clean up, and updating the City’s Chart of Accounts.
The report was received.
6.D 21-0386 First Quarter Budget Report
Budget Analyst Joan Lutz presented the report. Ms. Lutz stated as of March 31, 2021
General Fund revenues are still being impacted by COVID-19 and are at 21% of the
budgeted amount. Ms. Lutz also said all departments are within 15% variance of
expected expenditures.
The report was received.

Ms. Lien gave a sales tax revenue update.
