CALL TO ORDER The meeting was called to order at 6:30 p.m. 1.A ROLL CALL Present: 7- Chair Holly Davies, Vice Chair Chrisanne Beckner, Commissioner Mary Coacher, Commissioner Luke Howard, Commissioner Garner Miller, Commissioner Mark Rentfrow, and Commissioner Deborah J Ross Excused: 2 - Commissioner Dwayne Harkness, and Commissioner Rachel Newmann GUESTS PRESENT Ben Helle, Nick Vann, Ben Ruder 2. APPROVAL OF AGENDA There were additions to the agenda: - David Goularte will discuss a possible new historic district - Special Valuation Tax review - Alley naming project The agenda was approved as amended. 3. APPROVAL OF MINUTES 13-0503 Approval of April 24, 2013 Meeting Minutes Staff was requested to amend the April meeting notes to read, "Commissioner Beckner declined the nomination" with respect to the preservation awards. The minutes were approved as amended. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS City of Olympia Page 1 Heritage Commission Meeting Minutes June 26, 2013 13-0501 Olympia Heritage Register Application Mr. Ruder joined Commissioners at the table to discuss his application for placement of his home at 703 Governor Stevens on the Olympia Heritage Register. Heritage Review Committee members discussed intact historic features of the home, and noted non-historic alterations. They said that they have no reservations about placing the home on the Register. Chair Davies moved, seconded by Commissioner Miller, to place the house at 703 Governor Stevens on the Olympia Heritage Register. The motion carried by the following vote: Aye: 7- Chair Davies, Vice Chair Beckner, Commissioner Coacher, Commissioner Howard, Commissioner Miller, Commissioner Rentfrow and Commissioner Ross Excused: 2 - Commissioner Harkness and Commissioner Newmann 13-0502 Comprehensive Plan Update Committee members discussed the Comprehensive Plan update. The discussion was completed. Commitee Reports Heritage Review Committee: Committee members discussed review of the special tax valuation application for the historic George House, at 125 17th Ave SE. Commissioner Rentfrow moved, seconded by Commissioner Coacher, to approve the special valuation tax for the property at 125 17th Ave SE. The motion passed unanimously. Downtown Committee: Members shared updates and said they are interested in reviewing downtown design guidelines. It was noted that other design professionals and building owners should particpate in this review. Alley Committee: Members gave an update on the proposed new names for the alley formally called, "Roger Easton Alley," and noted an upcoming presentation about steam ships to be held at the library. Maintenance Committee: Members noted they may want to contact the new owners of a home on Pine St NE. Heritage Review: The Committee said the City needs to be made aware that the Memorial Clinic is of City of Olympia Page 2 Heritage Commission Meeting Minutes June 26, 2013 historical signifigance, as it is a Joseph Wohleb-designed building. Outreach Mapping: The group reviewed events held during National Historic Preservation Month, and said that they are updating older brochures. Youth Outreach: No updates. 7. REPORTS - None 8. OTHER TOPICS David Goularte discussed formation of a new historic district in a portion of the WIldwood neighborhood. Alternatively, Commissioners also discussed the possibility of expanding the South Capitol Historic District to encompass the small portion of the neighborhood. Commissioners decided to revisit the issue at the September meeting. 9. ADJOURNMENT The meeting adjourned at 8:30 p.m. City of Olympia Page 3
