1. CALL TO ORDER
Chair Davies called the meeting to order at 6:34 p.m.

2. APPROVAL OF AGENDA
The meeting agenda was approved with the addition of a Planning
Commission report by Planning Commissioner Bardin.
3. APPROVAL OF MINUTES
3.A 14-0177 Approval of October 23, 2013 Heritage Commission Meeting Minutes
The minutes were approved as amended.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Commissioner Ross announced a public meeting was scheduled about the 1063
Capital Way building project. There was speculation that the meeting would be
canceled due to recent action taken on the proposal.
A Joint Design Review Board meeting is scheduled on March 13, 2014 at 6:00 p.m. in
Room 207 at City Hall. Heritage Commission participants have been contacted.

Councilmember Roe met with Downtown Liaison Brian Wilson and discussed using
Community Development Block Grant money to do exterior renovation/restoration
work on buildings downtown.
6. BUSINESS ITEMS
6.A 14-0185 Approval of Proposed 2014 Olympia Heritage Commission Work Plan
Commissioner Vann moved, seconded by Commissioner Rentfrow, that the
Proposed 2014 Work Plan be approved as amended. The motion carried by
the following vote:
Aye: 10 - Chair Davies, Commissioner Coacher, Commissioner Harkness,
Commissioner Helle, Commissioner Howard, Commissioner
Newmann, Commissioner Rentfrow, Commissioner Ross,
Commissioner Vann and Commissioner McLain
Excused: 1 - Commissioner Miller
6.B 14-0186 Discussion of Election of Olympia Heritage Commission Officers
The need to hold an election for officers was discussed. The election will be held at
the March 2014 meeting.
The discussion was completed.
6.C 14-0187 Discussion of the 2014 Preservation Award
The nomination process for the award was discussed. Nominations will be due prior
to the April 2014 meeting.
The discussion was completed.
6.D 14-0197 Discussion of Certified Local Government Grant for 2014
Ms. Sadlier presented information about the grant. The Commission discussed
options and opportunities, and how a Request for Proposal (RFP) for the consultant
might be worded. Ms. Sadlier will provide draft text for the RFP at the March 2014
meeting.
The discussion was completed.
6.E 14-0188 City of Olympia’s Historic Property Categories and Heritage
Commission Consultation
CP&D Principal Planner Steve Friddle spoke about the terminology used in the City’s
historic property designation and how the distinctions impact consultation with the
Olympia Heritage Commission. He reviewed the history of the Heritage Register and
Historic Inventory and the Commission discussed the process related to any proposed
demolition of buildings that may be historic.

Commissioner Ross moved, seconded by Commissioner Harkness, that the
Inventory Committee review and advise on "Inventory only" properties. The
motion carried by the following vote:

Commissioner Helle, Commissioner Howard, Commissioner
Newmann, Commissioner Rentfrow, Commissioner Ross,

Commissioner Ross reported on the Maritime Heritage theme and ideas for the
National Heritage Preservation Month event, tentatively scheduled for May 11, 2014.
7.C Heritage Review Committee

No updates.
7.E Maintenance Committee
No updates.
8. OTHER TOPICS
Planning Commissioner Bardin reported that the Scenic Vista Overlay Map proposal
was not recommended for approval by the Planning Commission. Councilmember
Roe suggested that Heritage Commission members attend the next Land Use and
Environment Committee meetings.
