CALL TO ORDER Chair Davies called the meeting to order at 6:32 p.m. 1.A ROLL CALL Present: 9 - Chair Holly Davies, Vice Chair Dwayne Harkness, Commissioner Tamara Hayes, Commissioner Benjamin Helle, Commissioner Kat Kelly, Commissioner Patricia McLain, Commissioner Rachel Newmann, Commissioner Sheila Swalling and Commissioner Nicholas Vann Excused: 1 - Commissioner Garner Miller OTHERS PRESENT Historic Preservation Officer Michelle Sadlier 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 16-0965 Approval of June 22, 2016 Olympia Heritage Commission Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Ms. Sadlier introduced the newest Heritage Commissioner Kat Kelly. Commissioner Kelly talked briefly about her work as an archeologist. Ms. Sadlier announced that Commissioner Youckton has resigned and distributed her letter thanking the Commission. Commissioner Newmann announced the South Capitol neighborhood received a matching grant to hang new permanent metal banners on the light poles in the City of Olympia Page 1 Heritage Commission Meeting Minutes August 24, 2016 neighborhood to identify the neighborhood. There will be a celebration event on September 4, 2016. She also announced the State is considering installing new cobra style streets lights on Maple Park Drive. Ms. Sadlier announced options for delivery of meeting packets. She passed out a sign-up sheet to Commissioners to indicate their preferences. 6. BUSINESS ITEMS 6.A 16-0966 Overview of the U.S. Secretary of the Interior’s Standards for the Treatment of Historic Properties Commissioner Vann presented an overview of the U.S. Secretary of the Interior's Standards for the Treatment of Historic Properties. The overview introduced the four treatments and focused on Rehabilitation, which is the treatment used in Olympia's heritage review (OMC 18.12). He reviewed the standards on Rehabilitation, which focus on: 1. Similar use 2. Retain character 3. Period of significance 4. Historic alterations 5. Craftsmanship 6. Repair or replace 7. Do no harm 8. Protect archaeology 9. Compatible new construction 10. Reversibility Commissioners discussed these standards as they apply to their work in Olympia. The report was received. 6.B 16-0969 Update on the Downtown Strategy Commissioner Newmann and Ms. Sadlier reviewed the updated Downtown Strategy (DTS) public process timeline and some of the topics that will be discussed at upcoming meetings. They reviewed some of the progress to date. They, along with Commissioner Harkness, spoke about attendance at the City Council's Land Use and Environment Committee meeting on August 18, 2016 at which a DTS update was presented by staff. Discussion: · State Environmental Protection Act (SEPA) · Design Review Board (DRB) · Expanding the Historic District boundaries in Downtown · Results of public input regarding Historic Preservation The discussion was completed. City of Olympia Page 2 Heritage Commission Meeting Minutes August 24, 2016 6.C 16-0970 Update on the 2016 Preservation Award(s) Commissioner McLain presented an update on the preservation award process that was discussed at the last Preservation Award Committee meeting. Timeline: · Submission deadline August 24, 2016. · September 7, 2016 the Committee will meet to review all submitted nominations and will make recommendations to the full Commission at the September 28, 2016 meeting for review and approval. · Late October or early November award presentations will be done by the City Council. Commissioner Helle compiled a list of the previous award winners from 1982 - 2015 which he obtained by reviewing past Council meeting minutes. Ms. Sadlier distributed the list. Commissioner McLain indicated the Committee compiled a list of potential future nominees, which she summarized. Ms. Sadlier presented the 2016 nominations: · Thurston-Lewis-Mason Central Labor Council · Squaxin and Nisqually Tribes for the Canoe Journeys · Sean Kirby who owns the Belsito House · TVW Building Commissioner Newmann requested extra time to submit a nomination form for Jerry Parker's home for a posthumous award. The discussion was completed. 7. REPORTS 7.A Downtown Committee Reported during Business Item 6.B. 7.B Heritage Review Committee Three register applications have been submitted. A meeting of the Heritage Review Committee will be scheduled to review those applications and they will submit recommendations to the full Commission. 7.C Outreach Committee Historic Preservation Month posters will be posted in City Hall soon. There was a walking tour of Downtown that took place in early July with Judy Bentley, author of a book on historical walking tours. 7.D Policy & Ordinance Committee - None 7.E Preservation Award Committee Reported during Business Item 6.C. 7.F Survey & Inventory Committee Committee will be meeting soon to discuss a Request For Proposals from consultants for the Downtown Survey. 7.G Staff Ms. Sadlier announced: · Committees must take minutes at their meetings. · She has been recently appointed as a Preservation Commissioner for the City of Tumwater. · She presented at the National Alliance for Preservation Commissioners conference in Mobile. There was an interesting focus on the impact of sea level rise and climate change on heritage. · She has applied for a $5,000 Thurston County grant for the Downtown Survey. · There has been a recent report on possible archeology discovered in Priest Point Park that she is investigating.
