1. CALL TO ORDER
Vice Chair Harkness called the meeting to order at 6:35 p.m.

Chair Davies and Commissioner Newmann arrived after the roll call was taken.

2. APPROVAL OF AGENDA
The agenda was approved.

3.A 16-1318 Approval of October 26, 2016 Olympia Heritage Commission Meeting
Minutes
There was one correction to the minutes on Page 3 - Item 7.F to change the word
"rink" to "rank."
The minutes were approved as amended.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Ms. Sadlier made the following announcements:
· City Council presented historic preservation awards to the
Thurston-Lewis-Mason Central Labor Council and Sean Kirby.

· The holiday tour of homes is the first weekend in December.
· The City will be co-sponsoring the Olympia Historical Society’s annual meeting
located at the Olympia Center at the end of January 2017. More information
will be provided once it is available.
6. BUSINESS ITEMS
6.A 16-1331 PUBLIC HEARING & DETERMINATION 1: Nomination of the
Christensen Radio Repair Shop (108 Franklin Street NE) for Listing on
the Olympia Heritage Register (#16-0063-P)
Vice Chair Harkness opened the public hearing.
Ms. Sadlier presented an overview of the nomination to place the Christensen
Radio Repair Shop, located at 108 Franklin Street NE, on the Olympia Heritage
Register. Ms. Sadlier recommended approval of the property.
Connie Phegley, applicant and co-owner of the property, spoke on behalf of her
proposal.
The hearing was opened up to public comment. There being no additional public
comment, Vice Chair Harkness closed the public hearing and deliberation of the
Commission was opened.
Commissioner Hayes moved, seconded by Commissioner Kelly, to
recommend the Christensen Radio Repair Shop, located at 108 Franklin
Street NE, be added to the Olympia Heritage Register under the designation
criteria of B. and D. (OMC 18.12.080). The motion passed unanimously.
6.B 16-1332 PUBLIC HEARING & DETERMINATION 2: Nomination of the C.R.
Harris Paint Headquarters/Christensen Radio Shop (302-304 4th
Avenue E) for Listing on the Olympia Heritage Register (#16-9002-P)
Vice Chair Harkness opened the public hearing.
Ms. Sadlier presented an overview of the nomination to place the C.R. Harris Paint
Headquarters/Christensen Radio Shop, located at 302-304 4th Avenue E, on the
Olympia Heritage Register. Ms. Sadlier recommended approval of the property.
Kanako Wynkoop, applicant and owner of the property, spoke on behalf of her
proposal.
The hearing was opened up to public comment. There being no additional public
comment, Vice Chair Harkness closed the public hearing and deliberation of the
Commission was opened.
In addition to other discussion points, Commissioner Vann recommended the name of
the property be Avalon Store Building as a result of research indicating that was its
original name.

Commissioner Vann moved, seconded by Commissioner Swalling, to
recommend the Avalon Store Building, located at 302-304 4th Avenue E, be
added to the Olympia Heritage Register under the designation criterion of D.
(OMC 18.12.080). The motion passed unanimously.
6.C 16-1326 PUBLIC HEARING & DETERMINATION 3: Nomination of the
Frederick W. & Elsa H. Schmidt House (2613 Capitol Way S) for
Individual Listing on the Olympia Heritage Register (#16-9054-P)
Vice Chair Harkness opened the public hearing.
Ms. Sadlier presented an overview of the nomination to place the Frederick W. & Elsa
H. Schmidt House, located at 2613 Capitol Way S, on the Olympia Heritage Register.
Ms. Sadlier recommended approval of the property
Keith & Maria Ciani, applicants and owners of the property, spoke on behalf of their
proposal.
The hearing was opened up to public comment. There being no additional public
comment, Vice Chair Harkness closed the public hearing and deliberation of the
Commission was opened.
The Commission agreed to add criterion B., as the property embodies the distinctive
architectural characteristics of two separate styles: Craftsman and World War II Era
Cottage.
Chair Davies moved, seconded by Commissioner Hayes, to recommend the
Frederick W. & Elsa H. Schmidt House, located at 2613 Capitol Way S, be
added to the Olympia Heritage Register under the designation criteria of B.
and E. (OMC 18.12.080). The motion passed unanimously.
6.D 16-1320 SPECIAL VALUATION APPLICATION: Rehabilitation of 1701 4th
Avenue E (Permit #16-9096-P)
Ms. Sadlier presented an overview of the rehabilitation project of 1701 4th Avenue E.
Heritage Review Committee members provided additional comments as the
Commission discussed the application.
Applicants Tina Roose and Teresa Guajardo spoke on behalf of the rehabilitation of
the property.
Dave King, from Eco Woodworks, spoke extensively about his process of redoing the
windows on this property.
Chair Davies moved, seconded by Commissioner Newmann, to recommend
approval of the special valuation application and all qualified rehabilitation
expenses as submitted for 1701 4th Avenue E. and forward the
recommendation on to City Council for consideration at the December 13,
2016 Council meeting under File 16-1360. Commissioner Vann recused

himself from voting as he has been working with the applicant on the
Federal Tax Credit Program. The motion carried by the following vote:
Excused: 1 - Commissioner McLain
Recused: 1 - Commissioner Vann
6.E 16-1319 Downtown Strategy Recommendations: Review of Draft Heritage
Commission Comment Letter
The Commissioners reviewed and discussed the draft letter. They agreed on
revisions. Ms. Sadlier will revise the letter and Chair Davies will sign the completed
letter. The letter will be submitted to City Council at its special study session on
December 6, 2016.
The discussion was completed.
