APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0098 Approval of December 14, 2020 Heritage Review Committee Meeting Minutes The minutes were approved. 4. BUSINESS ITEMS 4.A 21-0097 Consultative Review for Chaplin House, 425 Rogers Street Ms. Goddu provided an overview of the home's history and initial contact with Ms.Lewis. Ms. Lewis shared photos and described the condition of the windows, which include wood rot, continual condensation and resulting mold, windows painted shut that create safety/exiting concerns as well as being non-functional and south side replacement City of Olympia Page 1 Heritage Commission Meeting Minutes - Final January 25, 2021 windows that are problematic due to poor installation. Renee is seeking to replace most of the window sashes, leaving only those that are protected by soffits and smaller decorative leaded-glass windows. The primary windows of each facade, tall one over one sash would be replaced. Liz Milici and support representatives Reggie and Cory gave the Committee an overview of Anderson Windows and the selected replacement window product. The double-paned replica windows are made from "Fibrex" which is a composite product that combines reclaimed wood and thermoplastic polymer into a head-molded extrusion for windows and doors that is stronger and more sustainably produced than vinyl, longer lasting, low-maintenance and weather resistant. Window detailing could match the historic and would be visually indiscernible from the historic on the outside. The Committee discussed and generally agreed that if detailed to replicate the original window design, the product can be an acceptable replacement. They recommended that when applying for a City permit additional detail will be helpful, and suggested creating a schedule of planned window treatments, identifying each window on the home and describing its condition and planned treatment. This will serve both to facilitate historic preservation/permitting review and provide a lasting record of the work completed. Anderson Windows’ assessment and bid materials may provide most or all of the needed information. It was suggested that those windows in good enough condition to avoid replacement should be protected with storm windows for continued preservation. The discussion was completed. 5.
