CALL TO ORDER Chair Miller called the meeting to order at 12:04 p.m. 1.A ROLL CALL Present: 4 - Chair Holly Davies, Commissioner Kenneth House, Commissioner Garner Miller and Commissioner Sheila Swalling Excused: 2 - Commissioner Jessica Bieber and Commissioner Gary Stedman 1.B OTHERS PRESENT Historic Preservation Officer Marygrace Goddu Homeowner Sam Meyer 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 21-0613 Approval of March 22, 2021 Heritage Review Committee Meeting Minutes The minutes were approved. 4. BUSINESS ITEMS 4.A 21-0561 Heritage Register Listing, 208 18th St SW Ms. Goddu provided a summary of the home and provided a review of criteria for listing of historic places to the Olympia Heritage Register. Mr. Meyer offered a correction. The home did have intervening owners between the original owner and the Meyer Family. He noted the siding of the home had been covered with asbestos shingling prior to 1939 and it was removed. The only exterior alteration currently visible from the street are the new windows, which are wood-clad metal that City of Olympia Page 1 Heritage Commission Meeting Minutes June 21, 2021 replicate the design of the original configuration of window mullions. He noted he is planning chimney repairs, which will be completed using like materials. Commissioner Swalling stated the rehabilitation of the home was well done, good for the neighborhood and supports the listing of the home. Chair Miller stated his support and asked for confirmation that there are no outstanding permits on the home; staff provided confirmation. Commissioner Davies moved, seconded by Commissioner Swalling, to recommend to the full Commission that the home be listed on the Olympia Heritage Register. The motion passed unanimously. 5. OTHER TOPICS Commissioner Swalling requested clarification on Special Tax Valuation (STV) eligibility for buildings in historic districts. Staff provided clarification that historic structures are eligible for STV if they are individually listed or if they are district-listed and are a contributing structure in the district. 6.
