Chair Langer called the meeting to order at 5:31 p.m.

3.A 13-0915 Approval of October 24, 2013 Land Use & Environment Committee

The minutes were approved.
4. COMMITTEE BUSINESS
4.A 13-0946 Greenhouse Gas Inventory
Mr. Crawford presented the greenhouse gas inventory findings for all jurisdictions in
Thurston County including data for the City of Olympia. He discussed TCAT’s efforts
to pursue a regional Climate Action Plan. The full report is posted on their website at
www.ThurstonClimateAction.org.

· Funding sources for study.
· Basis for the number of recommendation targets for reduction.
· Population growth challenges.
· Healthy energy retrofits.
· Targets adopted by Seattle and Portland.
· Consideration of the TCAT resolution at the next Land Use & Environment
Committee (LUEC) meeting.
The report was received.
4.B 13-0960 Downtown Project III
Mr. Wilson discussed the task list and future projects for consideration. Included were
the Downtown Master Plan project; Community Renewal Area (CRA); Washington
Center renovation completion; LED street lighting conversion; alleyway lighting;
downtown tree trimming; Crime Prevention Through Environmental Design (CPTED)
analysis; walking patrol expansion; Clean Team expansion; bars/tavern owners league
meetings; downtown marketing consultation; community stakeholder collaboration;
Downtown Neighborhood Association establishment; Artesian Commons completion;
downtown block watch; alcohol impact area implementation; pedestrian way finding;
and downtown waste management assessment.
Discussion:
· Describing CPTED and inviting Amy Stull for further explanation.
· Importance of regular bi monthly meetings with bar and tavern owners.
· Role of the Land Use & Environment Committee.
· Consolidating marketing strategies and the City’s role in orchestration .
· Possibility of hiring a marketing specialist.
· Developing one city map that includes walking, bicycling, and parking options.
· Solving problems due to same hour closure of downtown bars.
· Horse patrol.
· Designated emergency police parking space for evening/night patrols.
· Example of European city maps located on street scapes.
· Committee preview for new parking lot signage.
· Use of alley lighting that deters drug use.
· Parking lot rules for City owned property on Isthmus.
· 5th Avenue repave and sidewalk repairs.
· Dog management.
· Conversations with downtown nonprofits to create greater mutual benefits.

4.C 13-0970 Land Use and Environment Committee Status Reports and
Updates.
Mr. Bauer updated the Committee on the low barrier shelter and recent neighborhood
meetings. He discussed the Section 108 Loan Program, the Comprehensive Plan
update process, and subarea planning with the Coalition of Neighborhood
Associations.
Discussion:
· Robust public process in place for a case by case analysis.
· Developing parameters and criteria to determine direction for the Hearing
Examiner.
· Community Renewal Area next steps and consideration of condemnation for the
Capital Center Building.
· Need for full Council discussion on the Isthmus controversy.
· Downtown lighting and decoration contest.
