CALL TO ORDER Chair Langer called the meeting to order at 5:34 p.m. 3. APPROVAL OF MINUTES 3.A 15-0410 Approval of March 26, 2015 Land Use and Environment Committee Meeting Minutes The minutes were approved. APPROVAL OF AGENDA The agenda was shifted to begin with the Oral Report of the Downtown Project and address the Draft Urban Forestry Strategic Plan Briefing later on. The agenda was approved as amended. 4. COMMITTEE BUSINESS 4.A 15-0381 Draft Urban Forestry Strategic Plan Briefing Planner Bentley, Director Bauer, and Consultant Walker presented the briefing. The successes, challenges, and contributions to the project so far were noted. To create a plan, project goals were evaluated and organized to provide options from the City of Olympia Page 1 Land Use & Environment Meeting Minutes April 23, 2015 Committee immediate to the long-term. The program focuses on planning and policy, planting new trees, caring for existing trees, development review, code enforcement, hazard tree management, education, and outreach. The report was completed. 4.B 15-0384 Engineering Design and Development Standards (EDDS) 2015 Topics and Process Director Sullivan and Engineer Sperr presented the status of the EDDS. A public involvement and communication strategy has been formed, including a tasks-and-tools template. A list of proposed topics to be addressed includes franchise utilities, utility easements, and LED streetlights. A pilot test will be conducted this summer to assess types of lights to implement in the City, with information being ready to present in September. Topics will be tracked over time, including information on recurrence and resolutions. Milestones: May - Launch public involvement strategy June - Deadline for public comments September - LUEC review November - Public hearing with City Council The plan was recommended for approval and referred to the City Council for consideration at the May 5 Council meeting under File 15-0439. Public Comment Karen Messmer presented her suggestions and concerns on the EDDS. 4.C 15-0399 Oral Report - Downtown Project Update Liaison Wilson presented an update on the Downtown Project. The walking patrol will expand to include evening and weekend patrols, starting May 5 and the comprehensive banned beverage list will go into effect on May 7. The Downtown Welcome Center will be opening on April 24 with a ribbon-cutting ceremony to be held between 10-11 a.m. and will be open Fri-Sun for Arts Walk. The City will be requesting community designs to put on utility boxes for pedestrian wayfinding and the first Volunteers in Paint program will be held on May 28. Over the next two months, business owners and the clean team will be conducting a census of feces being left to scope for a public restroom location. The Downtown Strategic Plan open house will be held on April 29 from 5:30-7:30 p.m. in the Council Chambers. The report was completed. 4.D 15-0382 Woodard Creek Basin Study Planner Osterberg, Director Haub, and Director Bauer gave an overview of the study. The County-led watershed project has identified three basins for more focused study including Woodard Creek, considering risks and options for growth. Hydrologic City of Olympia Page 2 Land Use & Environment Meeting Minutes April 23, 2015 Committee monitoring was conducted in the basin with a consultant and a report for the basin will be released around June. The information was received. 4.E 15-0285 Ordinance Amending OMC Chapters 12, 14, 16, 17 and 18 Related to Project Review and Decisions by the Site Plan Review Committee Director Bauer presented a summary of the SPRC decisions. Processes have been added, improved, and clarified. With these changes more decisions will be sent through the Hearing Examiner. The decisions were recommended for approval and referred to the City Council for consideration at the July 7 Council meeting. 5.
