CALL TO ORDER Chair Gilman called the meeting to order at 5:31 p.m. 2. ROLL CALL Present: 3 - Chair Clark Gilman, Committee member Nathaniel Jones and Committee member Lisa Parshley OTHERS PRESENT City of Olympia Community Planning and Development Staff: Director Keith Stahley Deputy Director Leonard Bauer Senior Planner Joyce Phillips City of Olympia Executive Staff: Assistant City Manager Jay Burney City Attorney Mark Barber 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Jim Lazar, Bonnie Jacobs, Bob Jacobs and Roger Horn. 5. APPROVAL OF MINUTES 5.A 18-1220 Approval of November 15, 2018 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 18-1169 Sign Code Update Ms. Phillips reviewed a PowerPoint presentation to discuss the proposed changes to City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes December 20, 2018 new sign types to include regulations for alley signs, blade signs, feather signs, light projections and parking lot pole banners and shopping center signs. Committee members asked clarifying questions. Committee member Jones moved, seconded by Committee member Parshley, to advance the sign code as proposed to City Council, while not approving the electronic message board hold time changes; which will be discussed with the School Board at the joint meeting in January. The motion carried by the following vote: Aye: 3 - Chair Gilman, Committee member Jones and Committee member Parshley 6.B 18-1206 Multi-Family Tax Exemption - Residential Target Area Boundaries Mr. Bauer presented a PowerPoint presentation focused on the target area and the purpose of Multiple Family Tax Exemption (MFTE). Committee members asked clarifying questions. Committee member Jones moved, seconded by Committee member Parshley, to extend the Multiple Family Tax Exemption for 12 year projects east along Martin Way to Lilly Road. Committee member Jones clarified the exemption area would only affect properties fronting on Martin Way east to Lilly Road. The motion carried by the following vote: Aye: 3 - Chair Gilman, Committee member Jones and Committee member Parshley 6.C 18-1203 2019 Work Program - Community Planning and Development Mr. Bauer reviewed the major City planning projects, CPD planning program staffing levels and the 2019 CPD major planning projects attachments. Committee members asked clarifying questions. The information was received. 7. REPORTS AND UPDATES Mr. Stahley provided a summary LUEC Work Plan items list for 2019 and asked the Committee to send him edits. The feedback will be discussed at the January 17, 2019 meeting for approval. Mr. Bauer distributed a summary of the only proposed Comp Plan amendment that affects Goal 8 of the Natural Environment Chapter. 8.
