CALL TO ORDER Chair Madrone called the meeting to order at 5:31 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Jeff Sowers, Bob Jacobs, and Miles Nowlin. 5. APPROVAL OF MINUTES 5.A 21-0190 Approval of December 17, 2020 Land Use & Environment Committee Meeting Minutes The minutes were approved. 5.B 21-0191 Approval of January 21, 2021 Land Use & Environment Committee Meeting Minutes The minutes were approved. COMMITTEE BUSINESS 6.A 21-0176 2021 Engineering Design and Development Standards Update Mr. Sperr gave a presentation on the staff recommended list of EDDS amendments for 2021. Committee member Gilman moved, seconded by Committee member Huýnh, to accept the proposed list of 2021 updates of the Engineering Design and Development Standards (EDDs). The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Gilman and Committee member Huýnh 6.B 21-0179 Deschutes Watershed Restoration and Enhancement Plan Ms. Buxton gave a briefing on the Deschutes Watershed Restoration and Enhancement Plan. Committee member Gilman moved, seconded by Committee member Huýnh, to approve the Utility Advisory Committee recommendation in support of staff representation on the Watershed Restoration and Enhancement (WRE) Committee to vote on the Deschutes WRE Plan for submittal to the Washington State Department of Ecology. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Gilman and Committee member Huýnh 6.C 21-0175 Housing Action Plan Briefing Ms. Buckler gave a briefing on the Housing Action Plan, including a discussion of equity issues. The report was received. 7. REPORTS AND UPDATES Mr. Bauer reported on Planning Commission consideration of application for zoning code amendment in High Density Corridor zoning districts and asked for the Committee’s direction on whether the Commission recommendation may go directly to City Council or first come before the Land Use and Environment Committee. The Committee indicated they were comfortable with Commission recommendation going directly to Council. Mr. Bauer reported on discussions with partners for follow up on Green Building incentives following a public roundtable on that topic in December 2020.
