CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Dani Madrone, Committee member Clark Gilman and Committee member Yến Huỳnh 2.A OTHERS PRESENT City Manager Jay Burney Assistant City Manager Keith Stahley Community Planning and Development Staff: Director Leonard Bauer Senior Planner Marygrace Goddu Home Fund Manager Cary Retlin 3. APPROVAL OF AGENDA Chair Madrone proposed a reversal of business items. The agenda was approved as amended. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 21-0707 Approval of June 17, 2021 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 21-0690 Olympia Farmland Work Group Report Chair Madrone and Mr. Bauer presented a summary of the work of the Olympia Farmland Work Group and introduced the group's members. The Committee held a discussion City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes July 15, 2021 regarding the Work Group's recommendations. The information was received. 6.B 21-0693 Creative District Development Code Amendments and Downtown Strategy Alignment Ms. Goddu shared a Powerpoint presentation regarding the Creative District development code amendments and Downtown Strategy alignment. The Committee provided direction on aspects of staff recommended approach to zoning revisions for the Creative District. The discussion was completed. 7. REPORTS AND UPDATES Mr. Retlin reported on Phase 2 of the Housing Feasibility Study. The scope of work has been adjusted to address previous Committee comments. Mr. Bauer reported on the upcoming Committee work program and proposed two requests. Add an update on implementation of Parking Agreement with South Capitol Neighborhood on the August agenda. Request a briefing from the Washington Department of Enterprise Services on the southwest Capitol Campus Project. The Committee agreed to both requests. Chair Madrone mentioned a referral to the Committee from the Council regarding development agreements. The Committee agreed to it being scheduled by the Chair. A discussion was held regarding meeting format. The Committee will hold meetings via Zoom for August/September and revisit the topic when hybrid options become available. 8.
