Chair Madrone called the meeting to order at 5:30 p.m.

6.A 22-0152 Sidewalks Update
Ms. Stimson presented an overview of the City’s sidewalk maintenance program.
Committee members discussed how to focus resources on sidewalk repair, prioritization
of sidewalk repair per the Transportation Master Plan (TMP) and how the City’s ADA
Transition Plan relates to the sidewalk repair program.
The discussion was completed.
6.B 22-0141
Downtown Residential Parking Exemption Boundary
Ms. Phillips and Mr. Dejarnatt gave a presentation on the Downtown Residential Parking
Exemption Boundary.
Committee members discussed high density corridors in the City and concerns of
potential gentrification of the area's existing housing.
Committee member Gilman moved, seconded by Committee member Cooper,
to refer to the Planning Commission a recommendation to make all of the area
within the boundaries shown in figure 38-2 of the Olympia Municipal Code,
exempt from the minimum parking requirements. The motion carried by the
following vote:

6.C 22-0147 Hearing Examiner Candidate Position Recommendations
The Committee discussed candidate qualifications from the February 9 Hearing
Examiner interviews, how to seek out candidates for the Hearing Examiner Pro Tem
position, and amending the code to identify how to periodically recruit for the Hearing
Examiner position.
Committee member Cooper moved, seconded by Chair Madrone, to
recommend to the City Council a two-year contract with an option for an
additional two-year rollover for Mark Scheibmeier as Hearing Examiner to the
full City Council. The motion carried by the following vote:
Aye: 3 - Chair Madrone, Committee member Cooper and Committee member
Gilman
Committee member Cooper moved, seconded by Committee member Gilman,
to direct staff to bring a proposed code amendment stating City Council will
conduct a Hearing Examiner selection process every four years. The motion
carried by the following vote:

7. REPORTS AND UPDATES
Chair Madrone noted rental housing public outreach survey and focus groups are
underway. She provided an update on the Urban Agriculture Work Group. This work
includes mapping all existing agricultural land.
Mr.Bauer gave an update on consultant selection processes for the Housing/Multifamily
Tax Exemption study, annexation feasibility study, and Capital Triangle Subarea Plan.
Committee member Cooper requested a briefing be scheduled by Port of Olympia on
their East Bay Development Plan, or a joint City Council-Port Commission meeting.
