CALL TO ORDER Chair Madrone called the meeting to order at 5:31 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Lisa Johnson, Timothy Leadingham, Mason Rolph, and Tony Usibelli. 5. APPROVAL OF MINUTES 5.A 22-0237 Approval of February 9, 2022 Land Use and Environment Committee Special Meeting Minutes City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes March 17, 2022 The minutes were approved. 5.B 22-0238 Approval of February 17, 2022 Land Use and Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 22-0236 Commercial Building Electrification/Decarbonization Briefing Dr. Braff presented a summary of the City’s greenhouse gas emissions goals, strategies to achieve those, and specifically building electrification strategies and options. The Committee directed staff to include a broad array of electrification and electric-ready provisions in Olympia’s adoption of required 2023 state code updates. The discussion was completed. 6.B 22-0234 Capital Mall Triangle Subarea Plan Ms. Phillips summarized the goals and work program for the Capital Mall Triangle Subarea Plan, which is funded by a grant from the WA Dept of Commerce. The Committee asked that moderate and medium density zoning to the north and east be maintained as a mix of densities, and that the plan incorporate a more connected street grid. They also emphasized the need to connect with investors and developers once the Capital Mall Triangle Subarea Plan is complete. The discussion was completed. 6.C 22-0235 Parking Requirements and Permit Process Review Ms. Phillips provided an update on a grant received from WA Dept of Commerce to complete two actions from the Olympia Housing Action Plan: reducing parking requirements, and reorganizing permitting processes in City code to be more easily understood. The discussion was completed. 7. REPORTS AND UPDATES Ms.Phillips reported on a Planning Commission recommendation for minor amendments to the zoning code. The Committee agreed these could be taken to City Council. Mr.Bauer reported on new planning staff hired. Mr.Smith reported the Hearing Examiner contract is ready to go before City Council at its March 29 meeting. 8.
