1. CALL TO ORDER
Chair Madrone called the meeting to order at 5:30 p.m.

6.A 22-0568 Review of City Regulations and Fees to Reduce Effects on Housing
Costs Update
Mr. Smith provided an update on the status of the review of City regulations and fees to
reduce the effects on housing. The Committee noted that work on information and
communication will need to continue, focusing on first time users of permits and their
understanding of the permit process.
The report was received.
6.B 22-0571 Vacant Properties Registration Draft Ordinance Recommendation
Mr. Mahone provided a presentation.
Chair Madrone moved, seconded by Committee member Gilman, to
recommend approval of the draft ordinance establishing a vacant properties
registration program to the full City Council. The motion carried as follows:
Aye: 2 - Chair Madrone and Committee member Gilman
Excused: 1 - Committee member Cooper
6.C 22-0572 Electric Vehicle Charging and Solar-Ready Development
Dr. Braff provided a briefing on policies to support electric vehicle (EV) charging and
solar readiness in new buildings. The Committee asked several questions regarding
commercial energy code updates and residential code updates for solar ready
development anticipated in June 2023. The Committee discussed next steps for EV
charging that will include engagement with the building community.
The discussion was completed.
