CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Dani Madrone, Committee member Jim Cooper and Committee member Clark Gilman 2.A OTHERS PRESENT Public Works Director Rich Hoey Housing Program Manager Darian Lightfoot Community Planning and Development Staff: Director Leonard Bauer Deputy Director Tim Smith 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 22-0752 Approval of July 21, 2022 Land Use and Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 22-0740 North Thurston School District Impact Fee Program Draft Ordinance Recommendation City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes August 11, 2022 Mr. Smith presented the draft North Thurston School District Impact Fee Program Ordinance for consideration. Committee member Cooper moved, seconded by Committee member Gilman, to forward the draft ordinance to establish an impact fee program for the North Thurston School District, with the intent to accept procedural changes if needed to make it congruent with Olympia School District comments, to City Council for consideration. The motion passed unanimously. 6.B 22-0744 Housing Research Study Phase 2 Ms. Lightfoot provided a presentation that reviewed City housing actions to date and ideas for a potential phase 2 housing study. The phase 1 study is expected to be completed in September 2022. Funding would be needed for a phase 2 study and is requested in the City budget process. Committee members shared additional topic ideas for such a study. The discussion was completed. 6.C 22-0723 Downtown Exempt Parking Area Code Amendment Recommendation Mr. Bauer presented the Downtown Exempt Parking Area Code Amendment recommendation. Committee member Cooper moved, seconded by Committee member Gilman, to forward the Planning Commission recommendation to amend the Downtown exempt parking area standard to City Council for consideration. The motion passed unanimously. 7. REPORTS AND UPDATES Chair Madrone provided an update on the urban farmland work group's implementation of the report they provided to the Committee at their last meeting. Mr.Bauer reviewed scheduled agenda items for the next Committee meeting. Committee member Cooper identified Regional Fire Authority discussions regarding differences in design requirements for fire prevention. Chair Madrone raised a question from Committee member Gilman about the Committee meeting starting time. Committee decided to discuss with full Council, potentially at the next retreat. 8.
