CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Jim Lazar, Jerry Dierker and Debra Jaqua. 5. APPROVAL OF MINUTES 5.A 23-0079 Approval of December 15, 2022 Land Use & Environment Committee Meeting Minutes City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes January 19, 2023 The minutes were approved. 6. COMMITTEE BUSINESS 6.A 23-0048 Annual Code Enforcement Programs Status Report Mr. Jensen provided an annual report on code enforcement activities in 2022. The report was received. 6.B 23-0037 SE Annexation Feasibility Analysis Mr. Shook and Ms. Ryan provided an overview of the financial feasibility study ECONorthwest has completed for the potential annexation of the City of Olympia’s Southeast Urban Growth Area. The discussion was completed. 6.C 23-0047 2023 Land Use and Environment Committee Work Plan The Committee discussed the work plan with an amendment that the meeting date change to 4th Thursday each month. Committee member Gilman moved, seconded by Committee member Cooper, to approve the recommended 2023 Land Use and Environment Committee Work Plan and forward it to the full Council for approval. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Cooper and Committee member Gilman 7. REPORTS AND UPDATES Chair Madrone stated a preference to continue virtual meetings with an in-person option available for the public. Committee members noted some meetings might be identified to be held in person. Mr. Bauer provided an update on the status of the Green Cove Subdivision application review . 8.
