CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT - None 5. APPROVAL OF MINUTES 5.A 23-0186 Approval of January 19, 2023 Land Use and Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 23-0166 Solid Waste Plan Update City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes February 23, 2023 Mr. Jones gave a presentation on the draft Solid Waste Plan. Committee member Cooper moved, seconded by Committee member Gilman, to recommend approval of the Utility Advisory Committee recommendation to adopt the 2023-2030 Waste Resources Management Plan and forward to the City Council for consideration. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Cooper and Committee member Gilman 6.B 23-0171 Zoning Code Text Amendments Related to Reasonable Use Exceptions Ms. Floyd gave a presentation on the proposed ordinance regarding reasonable use exceptions. Committee member Gilman moved, seconded by Committee member Cooper, to forward the Planning Commission's recommendation to amend the Municipal Code related to reasonable use exceptions to the full City Council for consideration. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Cooper and Committee member Gilman 7. REPORTS AND UPDATES Mr. Bauer announced the Planning Commission will be considering ordinances updating parking requirements and the permitting process in March. He will also be sending Committee members summaries of actions completed or underway related to housing and to implement the Housing Action Plan. Mr. Bauer shared proposed updates to the Committee’s meeting agenda schedule for March - May. Committee members agreed to schedule a special meeting between the regular April and May meetings to discuss the Multifamily Tax Exemption report. 8.
