CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Dani Madrone, Committee member Jim Cooper and Committee member Clark Gilman OTHERS PRESENT City Manager Jay Burney Assistant City Manager Rich Hoey Community Planning and Development Staff: Director Leonard Bauer Deputy Director Tim Smith Senior Planner Joyce Phillips Building Official Erik Jensen Director of Climate Programs Dr. Pamela Braff New Buildings Institute Representative Sean Denniston 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Beverly Bassett, Judy Bardin, Robert Vanderpool, Bonnie Knudsen, Larry Dzieza, Mike McCormick, Catherine Julian, Leah Melvoin, Melissa Allen, John Gear, Robert Vadas Jr., Jim Lazar, William Jernegan, Bob Jacobs, Janine L. 5. APPROVAL OF MINUTES 5.A 23-0381 Approval of March 23, 2023 Land Use & Environment Committee Meeting Minutes The minutes were approved. COMMITTEE BUSINESS 6.A 23-0343 Amendments to Residential Parking Requirements Recommendation Ms. Phillips facilitated discussion about the amendments to the Residential Parking Requirement recommendation. Chair Madrone moved, seconded by Committee member Cooper, to accept the Planning Commission recommendation with correction to multifamily requirements proposed by staff with direction to staff to bring options to City Council to ensure at least one accessible parking space is provided for multifamily development whether or not parking is provided. The motion carried by the following vote: Aye: 2 - Chair Madrone and Committee member Cooper Nay: 1 - Committee member Gilman 6.B 23-0357 Consolidating Land Use Permit Processes Ordinance Recommendation Mr. Bauer provided a presentation on clarifying and organizing Olympia's permitting process. Committee member Cooper moved, seconded by Committee member Gilman, to approve the recommended ordinance for land use permit processes with any minor edits necessary as a result of legal review and forward to the City Council for adoption. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Cooper and Committee member Gilman 6.C 23-0347 Changes to International Building Codes Ordinance Recommendation Mr. Jensen led discussion on the changes to International Building Codes ordinance recommendation. Committee member Gilman moved, seconded by Committee member Cooper, to approve the recommended International Building Code ordinance recommendation along with adopting appendix T for residential solar ready and forward to City Council for adoption. The motion carried by the following vote: Aye: 3 - Chair Madrone, Committee member Cooper and Committee member Gilman 6.D 23-0359 Commercial Building Electrification/Decarbonization Code Changes Discussion Mr. Jensen and Dr. Braff led discussion on commercial building electrification and City of Olympia Page 2 Land Use & Environment Committee Meeting Minutes April 27, 2023 decarbonization code changes. The Committee directed staff to draft an ordinance to implement the concepts discussed and bring to City Council for consideration. The discussion was completed. 6.E 23-0339 Electric Vehicle Parking Requirements Discussion Ms. Phillips presented draft Electric Vehicle parking requirements. The Committee affirmed the current approach and directed staff to draft an ordinance to take to the Planning Commission for their recommendation. If no significant changes are made, the ordinance can go directly to City Council for consideration. The discussion was completed. 7. REPORTS AND UPDATES Committee member Gilman reported working on alternatives and/or adjustments to the MultiFamily Tax Exemption program. Committee members asked that it be added to the agenda packet to allow for presentation at the May Committee meeting. 8. ADJOURNMENT The meeting adjourned at 8:42 p.m. City of Olympia Page 3
