1. CALL TO ORDER
Chair Madrone called the meeting to order at 5:30 p.m.

6.A 23-0569 Sidewalk Repair Policy Briefing

Ms. Swanson briefed the Committee on the current approach to sidewalk repair as well
as approaches other cities have taken. She recommended an approach that includes
proposed funding for 2023 in the preliminary Capital Facilities Plan which could inform
further policy decisions on a longer-term approach to sidewalk repair. The Committee
directed staff to continue in that direction.
The information was received.
6.B 23-0547 Rental Housing Registration Proposed Program Scope
Ms. Lenssen explained legal authority for rental registration and inspection programs in
state law. She provided an overview of examples from other cities and how the program
could work in Olympia. She presented several decision points for the Committee and
asked for direction to staff on those points.
The Committee provided direction on exemptions for room rentals and affordable
housing, self-certification of ADU's and owner-occupied duplexes; City support for
affordable housing inspections; no extension for single-family homes' inspection cycle; up
to 10 years until inspections required for new construction; a revenue/cost-neutral
program; and which aspects of the program may be further researched for
implementation in future years after the program has operated for a while.
The Committee also asked for a public notice and comment period for the draft
inspection checklist.
The discussion was completed.
7. REPORTS AND UPDATES
Chair Madrone noted a report on the quantity and quality of water in Thurston County was
shared at a City Council meeting and may be a topic for the Committee to receive a
briefing on. Mr. Bauer reported on agenda items scheduled for the next Committee
meeting.
