CALL TO ORDER Chair Madrone called the meeting to order at 5:30 p.m. 2. ROLL CALL Present: 3 - Chair Dani Madrone, Committee member Jim Cooper and Committee member Clark Gilman 2.A OTHERS PRESENT City Manager Jay Burney Assistant City Manager Rich Hoey Community Planning and Development Director Leonard Bauer Director of Climate Programs Dr. Pamela Braff Climate Program Specialist Hannah Ljunggren 3. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT The following people spoke: Jim Lazar, Karen Messmer, and Thad Curtz. 5. APPROVAL OF MINUTES 5.A 23-0648 Approval of June 22, 2023 Land Use & Environment Committee Meeting Minutes The minutes were approved. 6. COMMITTEE BUSINESS 6.A 23-0635 Climate Risk and Vulnerability Assessment Update Ms. Ljunggren provided an overview of the Climate Risk and Vulnerability (CRVA) process to date, and what the next steps will be. Committee members provided feedback on the process and additional groups to include in further outreach. City of Olympia Page 1 Land Use & Environment Committee Meeting Minutes July 27, 2023 The discussion was completed. 6.B 23-0636 Home Energy Score Disclosure Program Proposal Dr. Braff provided an overview of the policy and program parameters for home energy score disclosure programs and other cities and states that have adopted them. Committee members asked about implementation of energy improvements identified through energy assessment under these programs, how the City can do a similar program for commercial and larger multifamily residential buildings. The discussion was completed. 7. REPORTS AND UPDATES Chair Madrone asked the Committee whether the Capital Mall Triangle Subarea Plan should come back to the Committee before Council; Committee agreed. Chair Madrone reported the proposed General Facilities Charges reduction for low-income housing is scheduled for both this Committee and Finance Committee. The Committee agreed to remove this item from its future agenda. Mr. Bauer reported on the process for Council reconsideration of the Missing Middle ordinance that was recently upheld by the Washington Court of Appeals. He reviewed the scheduled agenda topics for the August Committee meeting. 8. ADJOURNMENT The meeting adjourned at 7:10 p.m. City of Olympia Page 2
