1. CALL TO ORDER
The meeting was called to order at 5:30 p.m.
2. ROLL CALL
Present: 5 - Chair Jim Cooper, Vice Chair Jeannine Roe, Boardmember Russ
Gies, Boardmember Caleb Martin, and Boardmember Jack Seward
3. APPROVAL OF MINUTES
3.A 14-1212 Approval of November 10, 2014 LEOFF Disability Board Meeting
Minutes
Vice Chair Roe moved, seconded by Boardmember Seward, to approve the
minutes. The motion carried by the following vote:
Aye: 5 - Chair Cooper, Vice Chair Roe, Boardmember Gies, Boardmember
Martin and Boardmember Seward
4. BUSINESS ITEMS
4.A 14-1213 Case #10-14 Medical Reimbursement Request
Vice Chair Roe moved, seconded by Boardmember Seward, to approve
reimbursement not to exceed $1,752.24 after the insurance pays their
portion. The motion carried by the following vote:
Aye: 5 - Chair Cooper, Vice Chair Roe, Boardmember Gies, Boardmember
Martin and Boardmember Seward
4.B 14-1214 Case #11-14 Long Term Care Request
Vice Chair Roe moved, seconded by Boardmember Seward, to approve:
1) Long-term care costs for members at $273.33/day (the average cost of the
three Thurston County nursing homes).
2) An additional $16.67/day for long-term care for the member who is
currently receiving care at the Panorama Convalescent Care Center with a
daily rate of $290/day for a two-person room.
3) In-home care if the member is released to home from the long-term care
facility. The family will be required to provide medical certification and other

appropriate paperwork at the time actual bills are paid. The motion carried
by the following vote:
Aye: 5 - Chair Cooper, Vice Chair Roe, Boardmember Gies, Boardmember
Martin and Boardmember Seward
5. REPORTS
5.A 14-1215 Long Term Care Information
Staff provided information to emphasize the costs of long-term care. Staff calculated
costs for long-term care in a Thurston County nursing home. The average of three
estimates resulted in $273.33/day for a semi-private room. This would be
approximately $8,200/month, $98,400/year. With our members increasing in age this
is a concern for the future. This was an informational agenda item and no action was
required.
The Board asked staff to prepare a possible amendment to Board rules regarding
long-term care. Human Resources Director Joe Olson, prepared and emailed draft
language proposals of the amendment to the LEOFF boardmembers on December 9,
2014.
The discussion was completed.
