CALL TO ORDER Chair Cooper called the meeting to order at 5:30 p.m. 1.A ROLL CALL Present: 3 - Chair Jim Cooper, Boardmember Caleb Martin, and Boardmember Jack Seward Excused: 2 - Vice Chair Jeannine Roe, and Boardmember Russ Gies STAFF PRESENT Carl Watts, Personnel Analyst 2. APPROVAL OF MINUTES 2.A 15-0364 Approval of February 9, 2015 LEOFF 1 Disability Board Meeting Minutes. The minutes were approved. 3. BUSINESS ITEMS 3.A 15-0368 Case #02-15 Hearing Aid Request Boardmember Seward moved, seconded by Boardmember Martin, to approve the hearing aid request in the amount of $4,974 plus tax. The motion passed unanimously. 3.B 15-0367 Hearing Aid Procedure The Board discussed changing the hearing aid procedures to require LEOFF members to obtain an estimate from Costco. The Board directed Mr. Watts to draft new language to the hearing aid policy and bring it back to the next meeting for consideration under File 15-0468. The discussion was completed. 3.C 15-0365 Long Term Care Rules Revision Boardmembers asked staff to draft a proposed amendment to the rule on long-term City of Olympia Page 1 LEOFF I Disability Board Meeting Minutes April 13, 2015 care for LEOFF I members. Two versions (formal and "plain talk") were presented at the January meeting. The Board preferred the "plain talk" version. Boardmember Martin volunteered to review and modify the "plain talk" version. He recommended a small revision, replacing "needs to" with "must" in the first sentence for final Board approval. The Board agreed to change the following in the long-term care language: 1. Original text: If a member needs long-term nursing assistance (either at home or in a nursing home), their doctor must provide the Board with the reason. The reasons are that the member qualifies because the member can’t live alone because of given specific medical reasons which the doctor must identify. Change to: The physician’s report of medical necessity must substantiate that a member requires long-term nursing assistance. 2. Original text: The Board will only pay when the member follows the rules on submitting items for payment. Change to: The Board will only pay when the member follows the rules in the policies and procedures manual on submitting items for payment. 3. Change proposed by staff: Original text: The Board pays only after the member applies for payment from MedAdvantage, Medicare and other private nursing home insurance that the member may have. [RCW 41.26.150 (1), (2) and (4)] Change to: The Board will follow State law when paying for long-term care. The Board asked staff to bring back the final proposed language changes at the May 11, 2015 meeting for final review and approval under File15-0467. The discussion was completed. 3.D 15-0366 WA State LEOFF Education Association (WSLEA) Conference The LEOFF conference happens every year in May. The City usually sends one interested Boardmember. Boardmembers Seward and Gies are both interested in attending this year. Boardmember Seward moved, seconded by Boardmember Martin, to send to Boardmembers Seward and Gies to the 2015 LEOFF I conference. The motion passed unanimously. 4. REPORTS 4.A 15-0362 LEOFF 1 expense reports for January and February 2015.
