CALL TO ORDER The meeting was called to order at 6:01 p.m. ROLL CALL Present: 5 - Committee member Barbara Benson, Committee member Roger Horn, Committee member Candace Jacobs, Committee member James Reddick and Committee member Kelly Wood 2. APPROVAL OF AGENDA The agenda was approved. 4. PUBLIC COMMENT Bob Jacobs spoke about the importance of parks for the future. 5. ANNOUNCEMENTS - None 6. BUSINESS ITEMS 6.A 17-0553 Election of Chair and Vice Chair Roger Horn was nominated and accepted the role of Chair. Barbara Benson was nominated and accepted the role of Vice-Chair. 6.B 17-0590 History of the Formation of the Olympia Metropolitan Park District (OMPD) and Citizen Advisory Committee Yes on Parks member Karen Messmer acknowledged park advocates and community groups that have been involved with helping to pass the 2004 Parks & Pathways funding measure and also advocated for the formation of the Olympia Metropolitan Park District (OMPD). The group is concerned with the lack of progress the City has made on using the 2% Voted Utility Tax for park land acquisition. She said the group was instrumental in creating language in the Interlocal Agreement that ensures park funding is going to the right places. Yes on Parks member Bob Jacobs stated the City recently used anticipated excess City of Olympia Page 1 Metropolitan Park District Advisory Meeting Minutes May 31, 2017 Committee revenues mid-year, instead of its past practice of allocating excess funds at the end of the year. OMPD Board President Jim Cooper stated the City did use excess revenue to buy 10 acres of the Bentridge parcel (portion of LBA Woods). Parks purchased the other 59 acres. Parks Director Paul Simmons acknowledged the work of the Yes on Parks advocates and commitments that are in place through the Interlocal Agreement. Associate Director Jonathon Turlove will be the staff liaison to the OMPD Advisory Committee. The Parks, Arts and Recreation Department provides a "Message from the Director" and annual "Performance Report" to communicate acomplishments and report performance measurements. The report was received. 6.C 17-0554 Review Interlocal Agreement between City of Olympia and the Olympia Metropolitan Park District (OMPD) Mr. Simmons reviewed the purpose of the OMPD Interlocal Agreement, which is to ensure the City complies with specific funding levels outlined in the agreement and uses the 2% Voted Utility Tax for park land acquisition and development and maintenance of lands acquired. Section 4.1.3, Advisory Committee Review, states that the OMPD Advisory Committee will provide an annual report to the City Council and OMPD Board regarding the City's compliance with two of the funding levels: 11% of the General Fund revenues to be allocated to Parks, and 1/2% of the Non-voted Utility Tax (or $500,000 year end funds) to be used for park land acquisition. The report was received. 6.D 17-0555 Review 2017 Olympia Metropolitan Park District (OMPD) Budget Mr. Simmons explained how the recent Park Plan process identified need and created vision for a Metropolitan Park District. In 2015, Olympia citizens approved the creation of the Olympia Metropolitan Park District (OMPD). The 2017 OMPD budget, which helps fund both the Operating and Capital budgets, is $3,346,646. The 2017 levy rate is $0.52/1,000 AV. The report was received. 6.E 17-0560 Select future meeting dates and times The Committee scheduled the next meeting for November 1. The decision was approved. 8.
