4.A 18-0830 Approval of March 27, 2018 Olympia Metropolitan Park District Board
Meeting Minutes
The minutes were approved.
4.B 18-0845 2019 Preliminary Olympia Metropolitan Park District (OMPD) Budget
Preview
Parks, Arts and Recreation Associate Director Jonathon Turlove briefed the Board on
the proposed 2019 budget, highlighted upcoming projects, and discussed next steps
toward budget approval.
Boardmembers asked clarifying questions.

4.C 18-0846 Presentation of Annual Report by the Olympia Metropolitan Park District
(OMPD) Advisory Committee Regarding Compliance of 2017 Funding
Levels
OMPD Advisory Committee Chair Roger Horn discussed the work of the Committee and
funding level compliance.
He highlighted two recommended amendments to the Interlocal Agreement for future
Board consideration. He explained that currently the Committee is tasked with

determining compliance with Sections 4.1.1 (i) and (iv), but not (ii) and (iii). The
Committee suggested changing the word "and" to "through" so that it determines
compliance with Section 4.1.1 (i) - (iv).
Second is the emergency resolution regarding homelessness, which will affect the
Interlocal Agreement by possibly taking $500,000 in funding from 4.1.1 (iv).
Boardmember Gilman stated the OMPD Board took action at its March 27, 2018
meeting to amend the work plan to include items 4.1.1 (ii) and (iii) so the OMPD Advisory
Committee has a more complete picture of revenues coming in.
President Cooper indicated the work plan was updated, but the Interlocal Agreement
wasn't. There would need to be a public hearing held and agreement from the City
Council and the OMPD Board.
President Cooper suggested a referral to the City Council Finance Committee to discuss
establishing an Enterprise Fund that at year-end would keep all of the funds obligated to
parks in the parks account. He will work with staff to draft a referral at next week's Council
meeting. The Board agreed with the suggestion.
Mr. Turlove discussed the process and timeline for moving the two proposed changes to
the Interlocal Agreement forward.
