CALL TO ORDER Present: 10 - Chair Robert L (Rob) Ahlschwede, Vice Chair Jim Nieland, Committee Member Jessica Bateman, Committee Member Barbara Benson, Committee Member Robert Dengel, Committee Member Jesse Dwyer, Committee Member Gerry Hodge, Committee Member Dave Hughes, Committee Member Noah C McCord, and Committee Member Brian Tomlinson Absent: 1- Committee Member Joel Hansen 2. APPROVAL OF AGENDA Agenda was approved. 3. APPROVAL OF MINUTES Minutes were approved. 3.A Approval of June 6, 2013 PRAC Meeting Minutes Attachments: 1. Minutes 4. PUBLIC COMMENT None. 5. ANNOUNCEMENTS -Scott River, Recreation Manager, announced he will be taking over for Jonathon Turlove as the PRAC staff liaison. -Shawn Ward, IT Director, announced he is the Interim Director for OPARD. A new director is anticipated to be hired in the next several months. -Funding for last piece of Chehalis Western Trail was approved to finish the trail over Pacific Avenue. Unsure of when project will start. 6. BUSINESS ITEMS 6A Artesian Court Update and Naming Process Dave Okerlund, Parks Planning Manager, updated the Committee on the Artesian Court project. The City will need to start the naming process now that the site has been designated as a park. The name is needed to begin the fabrication of the gateway entrance. Notifications will be sent out to the public asking for name recommendations. At the September 5 meeting, PRAC will hold a public hearing and decide on a name recommendation to forward to the General Government Committee. City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes - Final August 1, 2013 Committee Construction is scheduled for January 1, 2014 with a grand opening on May 3. Scott River will be contacting local food vendors to determine the level of interest in this location. Staff is still refining operational procedures but is tentatively recommending the park to be open from 10 a.m. to 7 p.m. with the food vendors operating between May 1 and Oct 31. Mr. Ahlschwede stated that it is very important that the well remain accessible 24 hours/7 days a week. There was discussion by the Committee on operations and maintenance issues as well as programming. Mr. Okerlund stated that a Memo of Understanding will be developed between City departments to define responsibilities. Staff is also reviewing programming procedures from other cities. 7. REPORTS FROM PROJECT LEADS Robert Dengel, lead on forestry sub-committee, stated a meeting with PRAC and the Utility Advisory Committee should be scheduled for October/November to talk about urban forestry. He stated the meeting should also include Stacey Ray, City's Urban Forester, and the Planning Commission. He will organize a sub-committee meeting with liaisons from each group prior to the Fall meeting. The Committees will need clear direction from City Council on who is responsible for what, before going forward with implementation. 8. SUBCOMMITTEE AND LIAISON REPORTS A. North Capitol Campus Heritage Park Development Assoc. - Committee is becoming energized with action on Isthmus but still dealing with lack of funding from State. B. BPED - Heard a presentation on sharrows which are shared lane markings. A sharrow is proposed to alleviate problems from Puget to San Francisco. C. Planning Commission. Created a downtown master planning task force to see if an action plan is needed or a new plan created. Will hear briefing on climate change and best practices for green/shared spaces. Will look at possible Municipal Code amendment related to partial screenings for waste receptacles. D. PARC Foundation. None. 9.
