CALL TO ORDER The meeting was called to order at 6:06 p.m. 1.A ROLL CALL Present: 5 - Chair Jim Nieland, Vice Chair Timothy W Burns, Committee member Candace Jacobs, Committee member Alicia Seegers Martinelli, and Committee member Brian Tomlinson Absent: 3 - Committee member Barbara Benson, Committee member Robert Dengel, and Committee member Brock Milliern 1.A OTHERS PRESENT Councilmember Jeannine Roe, Parks Director Paul Simmons, Associate Planner Jonathon Turlove, Parks Maintenance Manager Gary Franks, and Program Assistant Tammy LeDoux. 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 15-1250 Approval of October 15, 2015 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT - None 5. ANNOUNCEMENTS Mr. Turlove reviewed 2016 Committee meeting dates. The dates are listed on the City's webpage. 6. BUSINESS ITEMS 15-1245 2016 Draft Parks, Arts and Recreation Plan City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes December 17, 2015 Committee Mr. Turlove gave a presentation on the Draft 2016 Parks, Arts and Recreation Plan and reviewed public comments received on Olyspeaks and by email. The five most-commented on issues were: -Buy both LBA Woods parcels -Need swimming pools/spraygrounds -Demolish the Capital Center Building -Need soccer/rectangular fields -More emphasis on arts and arts center Chair Neiland facilitated the discussion. The Committee made the following suggestions to staff: - Add trail standards. - “Big W” trail is important and would create seamless experience around waterfront (ex: Burt Gilman Trail). - Fit facilities to the setting/park type. - Need connector trail from new hotel by Henderson roundabout to Watershed trail. - Parks Plan does not address Isthmus. Parks needs to be more active/take the lead on. - Address the Isthmus. (Councilmember Roe) - Put action statement at Madison to show funds already allocated. - Appreciate partnership with the school district. Look at continuing partnerships. - LOS goal is not clear whether it is industry standard or if it is acceptable/good. - Need process for soliciting donations. - Look at Department of Fish and Wildlife sponsored boat ramps. The Committee will make a formal recommendation to City Council at their January 21 meeting. The recommendation was completed. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. - None B. PARC Foundation of Thurston County. Mr. Simmons reported Olympia will be hosting the annual meeting for the Regional Park Boards in March. C. Artesian Leadership Committee - None 8. QUESTIONS OF STAFF OR SUGGESTIONS FOR NEXT AGENDA Next month's agenda will include a review of the revised draft Parks, Arts and Recreation Plan and preparation of a formal recommendation, as well as discussion of the work plan. City of Olympia Page 2 Parks and Recreation Advisory Meeting Minutes December 17, 2015 Committee The General Government Committee will start the interviewing process for PRAC members in a few months. Strategic Communications Director Kellie Braseth will send out information to Olympia and Capital High Schools to see if a student would be interested in applying. 9.
