1. CALL TO ORDER
The meeting was called to order at 6:04 p.m.

Present: 5 - Chair Jim Nieland, Committee member Robert Dengel, Committee
member Candace Jacobs, Committee member Brock Milliern and
Committee member Alicia Seegers Martinelli
Absent: 3 - Vice Chair Timothy W Burns, Committee member Barbara Benson
and Committee member Brian Tomlinson
2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
3.A 16-0369 Approval of January 21, 2016 Parks and Recreation Advisory
Committee Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
- HUB Junction dedication was held March 17 and had a great turnout by the
community.
- There are six applicants for the open committee positions.
6. BUSINESS ITEMS
6.A 16-0344 Urban Forestry Plan Update
Urban Forester Shelly Bentley stated the City hired a consultant to produce a strategic
urban forestry plan. The desired outcome was to develop a team approach to
managing the City's trees. The plan revealed a need for more funding and staffing.
The City received a grant from the Department of Natural Resources (DNR) to fund a
contractor to work with the City to inventory and provide a GIS-based data layer of

each tree location. The inventory will provide data to update the Master Street Tree
Plan. Staff has inventoried about a mile at Watershed, Priest Point Park and
Margaret McKenny Park.
The report was received.
6.B 16-0345 Letters of Support for 2016 Park Grant Applications
The Department is applying for six different grants. The motion was approved to craft
letters of support for all.
The decision was approved.
6.C 16-0346 Olympia Metropolitan Park District Update
March 1 was the first meeting of Olympia Metropolitan Park District (OMPD) Board.
The OMPD Board made a referral to the Finance Committee to create a process to fill
the OMPD Advisory Committee.
The report was received.
6.D 16-0370 Performance Report Update
Associate Planner Jonathon Turlove presented the Parks Arts and Recreation 2015
Performance Report.
The report was received.
7. REPORTS
A. North Capitol Campus Heritage Park Development Assoc. - Committee member
Seegers Martinelli asked if any members would be interested in taking over the liaison
to the association. Committee members voiced interest in possibly sharing the
meetings.
B. PARC Foundation of Thurston County - The Regional Park Board Meeting was
held in March and covered a variety of park topics.
C. Artesian Leadership Committee - Parks Maintenance Manager Gary Franks
updated the Committee on the port-a-potties and new items coming to the park.
