CALL TO ORDER The meeting was called to order at 6:02 p.m. ROLL CALL Present: 7 - Chair Jim Nieland, Committee member Barbara Benson, Committee member Brock Milliern, Committee member Alicia Seegers Martinelli, Committee member Brian Tomlinson, Committee member Kimberly Bauer, and Committee member Maria Ruth Absent: 2 - Committee member Robert Dengel, and Committee member Candace Jacobs 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 16-0657 Approval of March 17, 2016 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT James Reddick updated the Committee on the current efforts of the PARC Foundation. The Foundation is helping to raise funds for the Tenino Quarry Pool. The Capital to Bay Relay will be held on August 7. Bob Jacobs encouraged PRAC to be involved with the Downtown Strategy planning. There is a need for more greenspace in Downtown due to the increase of new and planned housing. 5. ANNOUNCEMENTS Introduction of new PRAC members - Kimberly Bauer and Maria Ruth. 6. BUSINESS ITEMS City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes May 19, 2016 Committee 16-0656 Annual Park Survey Effort The annual park surveys were distributed. The parks to be surveyed this year are: Friendly Grove, Heritage Park Fountain, Kettle View, Madison Scenic, Olympia Woodland Trail, Priest Point, Sunrise, Watershed and Yauger. The Parks evaluations were distributed. 16-0633 Recommendation to Council on Tobacco Free Parks Associate Planner Jonathon Turlove presented information on the current status of smoking in Olympia parks, as well as information gathered from other cities in Washington. The Committee discussed options of keeping the rules as is (smoking banned at playgrounds), banning all smoking in parks, or banning all smoking and tobacco in parks. The Committee's recommendation to the City Council will be to ban smoking, vaping and e-cigarettes on all park property. 16-0655 Chair and Vice Chair Elections Jim Nieland was re-elected as Chair and Alicia Seegers Martinelli was elected as Vice Chair. The decision was approved. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. - None. B. PARC Foundation of Thurston County - None. C. Artesian Leadership Committee - Parks Maintenance Manager Gary Franks updated the Committee on recent improvements to the park. The Department has recently hired a new Well Host and Artesian Park Ranger. The porta-potty restroom as at the Artesian is now open 24 hours. 8. QUESTIONS OF STAFF OR SUGGESTIONS FOR NEXT AGENDA - The Committee requested an update on the Downtown Strategy, park financing, the City's Action Plan, and synthetic turf. - Jonathon Turlove announced the LBA Woods and Kaiser Woods parcels will be purchased this year. The Department has also been nominated to receive a Gold Medal Award from NRPA. Winners will be announced in October. - National Trails Day is June 4 and the Department will hold a work party to gravel the Priest Point Park Woodsy Wonder Trail.
