1. CALL TO ORDER
The meeting was called to order at 6:05 p.m.
Present: 7 - Chair Jim Nieland, Committee member Barbara Benson, Committee

2. APPROVAL OF AGENDA
Item 6D, Park Funding 101 Update, was moved to next month.
The agenda was approved as amended.
3. APPROVAL OF MINUTES
3.A 16-0753 Approval of May 19, 2016 Parks and Recreation Advisory Committee
Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT
James Reddick, PARC Foundation, announced the REI grant funds for the Mission
Creek Trail have been received. The Puddle Jump Run on the Chehalis Western
Trail will be held on November 5.
5. ANNOUNCEMENTS and SPECIAL RECOGNITION
PRAC prepared a special resolution for David Hanna and Dave Okerlund honoring
their years in Parks Planning. Both will retire in July. A small reception will follow the
meeting.
At the June 21 Council Meeting there will be a special presentation highlighting the
recent accomplishments of the Parks Department and recognizing National Parks and
Recreation Month.

6.A 16-0744 Synthetic Turf Update
Associate Director David Hanna presented an update on the synthetic infield project
at Stevens Field. Don from RW Droll presented several infill options that could be
used other than crumb rubber. Staff is proposing to use encapsulated sand with the
addition of the shock pad. The sand is encapsulated with a virgin polymer rubber
material that is not made from recycled tires. Discussion included drainage, reuse,
lifespan of materials and maintenance.

6.B 16-0751 Recommendation on Capital Facilities Plan
Mr. Hanna reviewed the development process for the Capital Facilites Plan (CFP).
PRAC will make a recommendation on the 2017 Preliminary CFP at their next
meeting.

6.C 16-0752 Recommendation on Capital Asset Management Program
Engineering Project Manager Kip Summers reviewed the process used to identify
projects for the Capital Asset Management Program. PRAC will make a
recommendation on the 2017 Preliminary CFP at their next meeting.
The report was received.
6.D 16-0750 Park Funding 101 Update
The report was postponed.
6.E 16-0749 Action Plan Update
Associate Planner Jonathon Turlove reviewed the current status of the Action Plan
and the information dashboard that is available on the City's website.
The report was received.

B. PARC Foundation of Thurston County (Barbara Benson)

C. Artesian Leadership Committee (Barbara Benson)
Gary Franks stated the City has hired a new Ranger and Well Host at the Artesian
Commons.
