CALL TO ORDER The meeting was called to order at 6:03 p.m. Present: 7 - Chair Jim Nieland, Vice Chair Alicia Seegers Martinelli, Committee member Barbara Benson, Committee member Brock Milliern, Committee member Brian Tomlinson, Committee member Candace Jacobs and Committee member Maria Ruth Absent: 2 - Committee member Robert Dengel and Committee member Kimberly Bauer 2. APPROVAL OF AGENDA The agenda was approved. 3. APPROVAL OF MINUTES 3.A 16-0941 Approval of June 16, 2016 Parks and Recreation Advisory Committee Meeting Minutes The minutes were approved. 4. PUBLIC COMMENT Karen Messmer stated the voted ballot measures that have passed represent the need for more parks and the responsibility of PRAC is to understand the Voted Utility Tax and community expectations. James Reddick, PARC Foundation, stated the Capital Bay Relay doubled in participants this year. The Puddle Jump is scheduled for the first Saturday of November. The Foundation has been working with Lacey on a grant for Music in the Park in 2017 and with the Lions Club to sponsor 2017 Earth Day. 5. ANNOUNCEMENTS - Laura Keehan was introduced as the Department's new Planning & Design Manager and PRAC staff liaison. - Staff completed five grant presentations in the last week for over $3 million. - A Volunteer Appreciation picnic will be held at Priest Point Park Shelter 2 on August City of Olympia Page 1 Parks and Recreation Advisory Meeting Minutes August 18, 2016 Committee 20. - The Mission Creek trail dedication will be held in late September. More info to come. - The first work party at the City-owned portion of "LBA Woods" will be held August 27. 6. BUSINESS ITEMS 6.A 16-0750 Park Funding 101 Update Parks, Arts and Recreation Director Paul Simmons gave an overview of the Department's 2017 preliminary Operating Budget and 2017 Capital Facilites Plan. He explained each of the funding sources that make up these budgets. The report was received. 6.B 16-0940 Finalize Recommendation on 2017-2022 Capital Facilities Plan and Capital Asset Management Program (CAMP) Mr. Simmons reviewed projects proposed in the 2017 Preliminary Capital Facilities Plan (CFP). The Parks portion of the CFP is $5,709,105. The Committee will make a formal recommendation at next month's meeting. The report was received. 6.C 16-0928 Downtown Strategy Briefing Community Planning & Development Senior Planner Amy Buckler gave an update on the Downtown Strategy. The City is currently developing recommendations for zoning, view protection and code amendments. She encouraged the Committee to submit feedback, especially as it relates to parks and open space downtown, as well as attend one of the upcoming workshops. The report was received. 7. REPORTS A. North Capitol Campus Heritage Park Development Assoc. The Committee is continuing discussions on the funding plan for the Eastern Butte. B. PARC Foundation of Thurston County None. C. Artesian Leadership Committee A survey effort is underway to solicit feedback from well users. 8.
