1. CALL TO ORDER
The meeting was called to order at 6:02 p.m.

2. APPROVAL OF AGENDA
The agenda was approved.
3. APPROVAL OF MINUTES
3.A 16-1022 Approval of August 18, 2016 Parks and Recreation Meeting Minutes
The minutes were approved.
4. PUBLIC COMMENT - None
5. ANNOUNCEMENTS
Associate Director Jonathon Turlove introduced Laura Keehan as the new Parks
Planning & Design Manager as well as the new liaison to PRAC.
Steve Hall and Paul Simmons will hold their annual meeting with PRAC members on
October 20 at 5:00 p.m. to discuss various park issues. The meeting will be held at
Priest Point Park Maintenance Facility.
Priest Point Park Trail dedication will be held on September 29 at 3:00 p.m. Staff is
accepting suggestions for trail names.
Citizen recommendations on the Downtown Strategy will be available for review on
October 29. PRAC would like to review the recommendation list at their December
meeting.

6. BUSINESS ITEMS
6.A 16-0993 Recreation Program Review
Associate Director Scott River gave an update on the City's Recreation program. The
programs range from athletics and fitness, youth and teen, special interest classes,
outdoor adventures and facility operations. He stated the program has seen
increased participation and revenue in the last several years.
The report was received.
6.B 16-0992 Finalize Recommendation on 2017-2022 Capital Facilities Plan and
Capital Asset Management Program (CAMP)
Laura Keehan, Parks Planning & Design Manager, briefly reviewed the 2017
Preliminary Capital Facilities Plan. This discussion was a continuation from last
month's meeting.
The Committe recommended approval of the projects and Chair Nieland will
draft a letter to the Planning Commission.

8. QUESTIONS OF STAFF OR SUGGESTIONS FOR NEXT AGENDA
Add to a future agenda: presentation on the West Bay Habitat Assessment and
OMPD Budget Update.
9. ADJOURNMENT
